Prioritize investment in healthcare

In the period of 2020 - 2025, Hai Phong city gradually invested in building infrastructure for medical facilities, but it was still quite modest, not commensurate with the potential for socio-economic development and the needs of the people.

High demand

According to the Department of Health's report, during the 2021-2025 period, the city allocated over 4.177 billion VND in public investment capital to implement 21 projects for renovation, construction, and procurement of essential and modern equipment for the health sector. However, this only accounts for about 2.8% of the city's total public investment capital for the 2021-2025 period. Budget allocation for the health sector remains limited. For example, in the two years of 2024 and 2025, the health sector was only allocated nearly 215 billion VND, while according to Project 4668 of the Hai Phong City People's Committee (formerly) on "Improving the capacity of public health in Hai Phong City by 2030," a corresponding allocation of over 900 billion VND is needed. In the western part of the city, in 2025, Hai Duong province (formerly) only allocated 30.5 billion VND for the health sector, while according to Project 3315 on "Strengthening infrastructure and equipment at public health units at the provincial level in the period 2025 - 2030", the province needs 117 billion VND.

Therefore, the physical conditions of many medical facilities have not improved. According to Deputy Director of the Department of Health Tran Quoc Trinh, a review indicates that by 2030, approximately 35.8% of medical facilities in the city will meet the necessary conditions for providing medical examination and treatment services. The remaining 64.2% will be in a state of disrepair and require repair, maintenance, or new construction.

The city currently has 468 medical facilities, but 180 are dilapidated and need repair and maintenance (accounting for 38.5%); 76 are severely dilapidated and unusable, requiring new construction (accounting for 16.2%); and 59 are missing, have not yet been built, and require additional investment (accounting for 12.6%). For example, Hai Phong Lung Hospital has 14 facilities, but 7 of them—treatment, examination, testing, administration, and medical waste treatment areas—are severely dilapidated. According to the Director of Hai Phong Lung Hospital, Vu Ngoc Truong, all 7 facilities were built in 1974. Due to their long lifespan, the walls are peeling, doors are broken, and roofs are leaking. Most notably, the third floor of the building is unusable for inpatient treatment.

For hospitals, regional health centers, and commune/ward health stations, the special zone has a total of 1,077 facilities, but 444 are dilapidated and need repair and maintenance (accounting for 41.2%); 175 are severely dilapidated and need to be rebuilt (accounting for 16.3%); and 58 facilities are currently lacking and need to be newly constructed (accounting for 5.4%).

In order of priority

In July 2025, the City Party Committee issued Conclusion No. 07 following the 2nd City Party Committee meeting, term 2025-2030, which assigned the Party Committee of the City People's Committee to review and propose adjustments, amendments, and additions to the content of the Project "Improving the Capacity of the Public Health System of Hai Phong City by 2030," to be suitable after the merger. Deputy Director of the Department of Health Tran Quoc Trinh stated that the department is currently finalizing the Project "Improving the Capacity of the Health System of Hai Phong City" to implement Resolution No. 72-NQ/TW of the Politburo.

To meet the infrastructure needs of public healthcare facilities in the city, the Department of Health plans to propose that the city allocate over 29,000 billion VND in the period 2026-2030, including over 15,800 billion VND in public investment to prioritize the implementation of 21 projects. In addition, the department proposes investing over 1,192 billion VND from recurrent expenditure to renovate, repair, upgrade, and construct new components within projects already underway, from the city level to grassroots healthcare facilities.

Comparing the public investment capital needs, according to the proposal of the Department of Health, the capital for the 2026-2030 period will increase nearly four times compared to the 2021-2025 period. At the working session of the Economic and Budget Committee of the City People's Council with the Department of Health on the implementation of public investment projects for the 2021-2025 period and public investment needs for the 2026-2030 period, Mr. Bui Duc Quang, Vice Chairman of the City People's Council, emphasized: In the context of the city having to prioritize investment in many other sectors and fields, it is also necessary to prioritize investment in the field of public health care. Therefore, the Department of Health needs to conduct thorough research and clearly define development goals in accordance with the orientations of Resolution 45 and Resolution 72 of the Politburo; Resolution of the City Party Congress for the 2025-2030 term. The Department of Health needs to improve its capacity and closely coordinate with the Department of Construction and the Department of Finance to develop detailed plans, build a list, and establish investment norms for public works and projects in order of priority. Based on that, the City People's Council will advise the competent authority to issue the medium-term public investment plan for 2026-2030 in line with the direction, maximizing efficiency, so that Hai Phong becomes the medical center of the Northern coastal region.
