The State Treasury is focusing its efforts on paying out benefits under Decree 178 before October 15th.

The State Treasury mobilized its entire system to work throughout holidays and weekends to complete the payment of benefits under Decree No. 178/2024/ND-CP before the deadline of October 15th.

Regarding the acceleration of benefit payments under Decree No. 178/2024/ND-CP, a representative of the State Treasury (KBNN) stated on the afternoon of October 13th that the Treasury is mobilizing its entire system to work throughout holidays and weekends to complete payments ahead of the October 15th deadline.

Accordingly, payments were made to the correct recipients, in accordance with regulations and within the specified timeframe, demonstrating the responsibility, proactiveness, and service-oriented spirit of the State Treasury system; 100% of commune-level budget-using units nationwide have opened accounts at the State Treasury to facilitate benefit payments; 99.5% of payment dossiers were processed through online public services, ensuring speed and transparency.

As the State Budget Accountant, the State Treasury is the final link in the payment and disbursement process. According to the State Budget Law, payments can only be made when all three conditions are met: There is a budget allocation approved by the competent authority; the payment documents and records are valid and legal; and the budget-using unit has opened an account at the State Treasury for accounting and payment purposes.

When the above conditions are met, the State Treasury system checks and processes documents in accordance with the regulations in Decree No. 11/2020/ND-CP and Circular No. 17/2024/TT-BTC. To date, 100% of budget-using units (excluding the security and defense sectors) have transacted on the online payment system, accounting for 99.5% of the total number of payment dossiers. All transacting units highly appreciate the quality of service and the dedication of the State Treasury system.

According to the State Treasury, as of October 7th, all commune-level budget-using units nationwide have completed opening accounts at the State Treasury, ready for the payment of salaries and benefits to employees, including those covered by Decree 178. The State Treasury continues to refine the institutional framework and submit to competent authorities for promulgation a Decree replacing Decree 11/2020/ND-CP, aiming to shorten the time for payment of recurrent expenditures to a maximum of one working day; and simultaneously reduce the required documentation by 84%.

Regarding investment expenditures, in accordance with Decree No. 254/2025/ND-CP dated September 26, administrative procedures have been streamlined by 70%, reducing paperwork and contributing to simplification of processes and improved efficiency in budget disbursement.

The State Treasury is the final processing unit in the payment procedure, and the aforementioned payment and disbursement operations can only be carried out after the complete list of beneficiaries and budget estimates have been entered into the TABMIS system. State Treasury units are working throughout holidays, ready to immediately support budget-using units, from entering and allocating budget estimates into the TABMIS system, as well as checking documents and making payments to beneficiaries as soon as the units submit the documents to the State Treasury.

As of 12:00 PM on October 9th, according to a report from the Ministry of Interior , 14,496 people who had received retirement benefits under Decree 178 had not yet been paid, including some units that had recently been allocated additional budget by competent authorities.
