In response to public concerns and questions regarding the transparency of the "Nurturing Children" project, the Central Committee of the Vietnam Youth Union affirmed that the National Volunteer Center (a unit directly under the Central Committee of the Vietnam Youth Union) does not implement, coordinate, or supervise the "Nurturing Children" project.
The National Volunteer Center's function is to connect and guide the activities of volunteer clubs and groups in the community; it does not manage or control the finances of these groups.
Mr. Hoang Hoa Trung's Faith Volunteer Group is just one member of a network of volunteer teams. The "Nurturing Children" project, founded and run by Mr. Hoang Hoa Trung, is an independent project of the group; the National Volunteer Center does not participate in organizing, supervising, or coordinating the project. The Association is reviewing Mr. Hoang Hoa Trung's use of the phrase "implemented by the National Volunteer Center" in the project's communication.
Regarding the receipt of certain funds related to social welfare projects, the Central Committee of the Vietnam Youth Union stated that, in some coordinated programs implementing social welfare projects in disadvantaged areas, the National Volunteer Center has received socialized resources, including funds mobilized by Mr. Hoang Hoa Trung's group. These received funds were all agreed upon, fully documented, and implemented in accordance with the law. These activities are not part of the "Nurturing Children" project, but rather separate projects coordinated according to specific agreements.
Regarding the "Nurturing Children in Nghe An " project implemented by Ms. Do Thi Nga, the Central Committee of the Vietnam Youth Union affirms that it is not affiliated with the National Volunteer Center.
Ms. Do Thi Nga was previously nominated by volunteer clubs to join the Standing Committee of the National Volunteer Network in the Central region. This position is solely for internal coordination within the network and is not a basis for soliciting funding or representing the Center in any private projects. Any use of this title (if any) by Ms. Nga to solicit funding for personal projects is impersonation and is outside the authority or management of the Center.
The Vietnam Youth Union recognizes the great need for spontaneous volunteer activities in the community, most of which bring positive value. However, practice shows that a comprehensive legal framework is needed to ensure transparency, accountability, and safety for organizations and individuals participating in volunteer activities.
The association recommends that relevant authorities promptly issue regulations to provide volunteer clubs, teams, groups, and organizations with a solid legal basis for carrying out volunteer activities.
The Central Committee of the Vietnam Youth Union announced that in the coming period, the Union will strengthen supervision, guidance, and support for volunteer clubs and teams within the National Volunteer Center network, aiming to improve the effectiveness and transparency of community service activities. At the same time, it hopes to continue receiving the support of organizations and individuals so that community volunteer activities can be implemented effectively and spread widely.
