Vietnam Social Security (VSS) has just issued Official Dispatch No. 2528/BHXH-CSYT directing Social Security agencies of provinces and centrally-run cities to urgently focus on implementing a number of solutions to facilitate and ensure full and timely health insurance benefits for people affected by recent storms and floods.
The dispatch clearly stated that storms No. 10 (Bualoi) and No. 11 (Matmo) had caused serious consequences in a number of provinces and cities. In order to ensure continuous and timely medical examination and treatment under health insurance; to fully resolve the policies and regimes for health insurance participants in the area, Vietnam Social Security requested the Social Security of provinces and cities affected by the storms to focus on performing the following tasks: Assign officers and civil servants of the Health Insurance Regime Department to be on duty at health insurance medical examination and treatment facilities to coordinate and support health insurance medical examination and treatment facilities in checking health insurance card information, resolving difficulties in health insurance medical examination and treatment procedures, ensuring that health insurance participants receive timely medical examination and treatment.
Coordinate with the Department of Health and local authorities to guide medical facilities to ensure health insurance benefits for health insurance participants living in flooded areas affected by the storm.
In case a patient with a chronic disease loses his/her medication due to a flood or storm, and then comes back for a check-up: request the medical facility to provide medication for a new treatment period even if the patient arrives earlier than the re-examination appointment date and provide medication for at least 02 months.
For patients whose re-examination appointment is later than the date stated on the transfer form or who were transferred to a health insurance facility before the storm: it is recommended that health insurance facilities accept and ensure health insurance coverage for the patient.
Make advances on health insurance medical examination and treatment costs for medical examination and treatment facilities in a timely and proper manner.
Along with that, Vietnam Social Security also requested provincial Social Security to proactively and synchronously deploy solutions, implement publicity and transparency, prevent the situation of profiteering from the health insurance fund, contributing to ensuring legitimate rights for participants and beneficiaries of health insurance policies according to regulations.
