On October 14, the Ministry of Agriculture and Environment issued Official Dispatch No. 7843/CD-BNNMT on opening the bottom spillway of Hoa Binh Hydropower Reservoir. Thereby, the Director of Hoa Binh Hydropower Company ordered to open 1 bottom spillway of Hoa Binh Hydropower Reservoir at 3:00 p.m. on October 14, 2025.
Currently, the upstream water level of Hoa Binh Lake is at 116.4 m, the downstream water level is 9.78 m, the flow to the lake is 3,457 m3/s, the total flow to the downstream is 1,177 m3/s.
The Ministry of Agriculture and Environment requests that organizations immediately notify authorities at all levels, people, and organizations operating on rivers and riverbanks; aquaculture facilities, water transport vehicles; and ferry terminals.
Review and ensure the safety of construction works; activities of exploitation, gathering, and transfer of sand and gravel; know information on flood discharge from Hoa Binh hydropower reservoir; closely monitor the development of rain and flood, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir, promptly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) and relevant agencies according to regulations.
