On June 19, 2020, the National Target Program on Socio -Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period was approved by the 14th National Assembly, and the Prime Minister issued a Decision approving the program on October 14, 2021. This is a breakthrough and historic solution to promote comprehensive development of the "core poor" areas of the country; demonstrating the special attention of the Party and State to ethnic minority and mountainous areas.
The program is a step to implement the general direction and goals on ethnic work and socio-economic development in ethnic minority and mountainous areas for the period of 2021 - 2025 set forth in the Resolution of the 13th National Party Congress: "Ensuring equality, solidarity, respect, and mutual assistance among ethnic groups for development".
This is the first time there is a National Target Program (NTP) dedicated to ethnic minority and mountainous people, whose ultimate goal is to fulfill President Ho Chi Minh 's wish of "National unity and improving the lives of people".
This is considered a guideline to remove many difficulties and shortcomings when implementing the National Target Programs to ensure progress, efficiency, and suitability to the characteristics of each ethnic minority region in the localities.
As a mountainous district, Son Duong has 29 communes and 01 town with 400 villages and residential groups; total natural area of 78,795.15 hectares, mountainous area accounts for about 49.5%; there are 22 ethnic groups with 213,536 people, of which ethnic minorities account for nearly 47% of the district's population.
As the "Capital of Resistance" of the whole country, the people of Son Duong district seem to be empowered by the heroic songs of the nation that have been accumulated since the early days when the whole country was boiling with the call of the country, the call of the whole country by President Ho Chi Minh to rise up to fight the invaders and take power back to the people.
With high determination to effectively implement the National Target Programs for the period 2021-2025. The District Party Committee, People's Council, and People's Committee of Son Duong district have led and directed resolutely, flexibly, and creatively with the participation of the entire political system from the district to the communes.
The District People's Committee and the Ethnic Affairs Department have carefully reviewed many specific contents to develop and issue plans to implement each specific program for the entire period. Carefully study the guiding documents of the Central Government and the Provincial People's Committee to promptly issue mechanisms and policies suitable for each specific commune. Therefore, Son Duong is a district that has been and is being evaluated as the leading district in the province in organizing the most effective implementation of the National Target Programs.
According to the report from the Son Duong District Ethnic Affairs Department, in 2024: Training to improve legal propaganda skills for prestigious people (implementing Sub-project 1, Project 10): The Ethnic Affairs Department coordinated with the District Police, 11 communes of ethnic minority and mountainous areas for 85 delegates; implementation cost 44,174 million VND.
Implementing Sub-project 2, Project 9: hanging nearly 1,000 banners in 24 communes of ethnic minority and mountainous areas with an estimated cost of 531 million VND (the implementation process was organized by bidding according to regulations).
Implementing Sub-project 3 (Project 5) of the National Target Program: Project on developing vocational education (VET) and creating jobs for workers in ethnic minority and mountainous areas from 2022-2024 is: 77 classes, with 2,695 students, specifically: Organizing non-agricultural vocational training classes, Group I: Enrolling and training 27 classes, with 945 students (1-month class); Group II: Enrolling and training 06 classes, with 210 students (2-month class); Group III: Enrolling and training 14 classes with 1,540 students (3-month class).
Benefiting from the decentralized domestic water support policy of Project 1, under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas. The Department of Ethnic Minorities has coordinated with the People's Committees of 24 communes in Son Duong district to provide support for more than 2,000 Son Ha brand stainless steel water tanks (products with a 20-year warranty period). The meaningful and practical program has contributed to many households using clean water, ensuring social security, health and a prosperous life. For the people, especially ethnic minorities, this is an extremely meaningful gift, helping family life become more convenient and safer; strengthening and consolidating trust in the Party and the government.
The basic works and projects have promoted good efficiency, changing the appearance of rural areas in remote and isolated areas. One of the other important projects that Son Duong urgently implemented is Project 4: Investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas and Sub-project 18 (Project 6): Supporting investment, construction of cultural, sports and equipment facilities in villages in ethnic minority and mountainous areas, specifically: In 2023, the whole district disbursed a total capital of 13 billion 392 million VND, reaching 92/74% of the plan in the target of supporting the construction of 41 cultural houses in villages (35 cultural houses were supported with 300 million VND/cultural house). In 2024, the district continued to allocate nearly 5 billion VND to build new and complete cultural house projects deployed from 2023.
In Phuc Ung commune alone, in 2023 alone, the commune completed the renovation of 9 village cultural houses, each of which received 300 million VND from the State's support from the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas, the rest was contributed by the people. Each cultural house after completion and put into use has an investment value of 500 to 700 million VND, with some villages actively contributing to build cultural houses with an investment value of over 1 billion VND. Up to now, 21/21 villages in the whole commune have spacious cultural houses, ensuring the community living needs of the people.
To continue to synchronously and effectively implement the National Target Programs, Son Duong has determined to focus resources, strengthen the leadership and direction of Party committees and authorities at all levels, especially at the commune level. Continue to improve the quality of planning work to implement the National Target Programs in 2024. Effectively deploy the contents, sub-projects, and component projects of each National Target Program in the direction of prioritizing resources for communes and villages striving to escape the extremely difficult situation. Organize and promote emulation movements to implement National Target Programs to promote the spirit of solidarity, mutual love, dynamism and creativity of the people; exploit the potential and advantages of localities; associate sustainable tourism development with the unique cultural identities of ethnic minorities that are being preserved.
Sharing with Dai Doan Ket Newspaper about the effectiveness of the implementation of the National Target Programs, Ms. Nguyen Thi Tuyen - Head of the Ethnic Affairs Department of Son Duong district said: “When applying and implementing the National Target Programs, there are also many difficulties. However, with the high determination of the authorities at all levels to narrow the gap in socio-economic life of ethnic minorities compared to developed economic regions. The district has had many policies to support synchronous implementation, gradually meeting the basic needs of infrastructure and people's lives, creating conditions for people in communes with many difficulties to have the motivation to strive to rise up. Capital from the National Target Programs has contributed to significantly changing the appearance of the countryside, especially in the way of thinking and working in economic development and the lives of ethnic minorities; thousands of households have escaped poverty thanks to the practical policies of the Program. The goal is to strive for 100% (29 communes) to meet the new rural standards by the end of 2025, becoming the first district in the province to meet the new rural standards".
Mr. Nguyen Van Loi - Chairman of Hop Hoa Commune People's Committee, said: With synchronous solutions, flexible implementation of National Target Programs along with investment capital for district projects, especially mobilizing the strength of Great National Unity in building new rural areas. Up to now, Hop Hoa commune has 100% of commune roads, more than 98% of village and hamlet roads concreted; 11/11 villages have cultural houses attached to sports grounds ensuring sufficient scale and area for people to play and meet; the rate of households with solid or semi-solid houses reaches over 75%; the rate of poor households in the whole commune has decreased to less than 10%; 11/11 villages maintain the collection, classification of waste every Saturday, cleaning the village roads and alleys to be neat and clean. The villages have mobilized people to plant over 700 m of flower roads and green trees along the roads to create ecological landscapes...
The appearance of Son Duong has been changing thanks to the timely application and integration of capital sources from the National Target Program. This has created a positive motivation for socio-political organizations, people, especially the majority of ethnic minorities to join hands, with high determination to successfully complete the goals set by the 21st Son Duong District Party Congress, term 2020-2025. Strive to soon make Son Duong the first "new rural standard" district in Tuyen Quang.
