Ninh Binh Provincial People's Committee directed to strengthen conditions to ensure quality and effectively carry out tasks for the 2025-2026 school year.

In recent times, the Party and the State have issued many policies and guidelines for innovation and development of education and training. The Government, ministries, branches and localities have paid attention, focused on directing and allocating investment resources to perfect institutions, laws, mechanisms and policies, develop the teaching staff, and strengthen the material facilities for education and training.

The Education sector has made many efforts in implementation and achieved important results, contributing positively to the overall achievements of the country. However, the education and training sector still has limitations and shortcomings that need to be promptly addressed; in which facilities and teaching equipment do not meet the requirements of educational innovation; investment resources for education are limited; policies and regimes for teachers are inadequate; opportunities to access education between regions and target groups are still different; educational content and programs are not really suitable; moral, physical and aesthetic education have not received due attention; the quality of human resources has not met the requirements of socio -economic development.

On September 15, 2025, the Prime Minister issued Directive No. 26/CT-TTg on strengthening conditions to ensure quality and effectively implement tasks for the 2025-2026 school year to direct the Ministry of Education and Training, relevant ministries, agencies and People's Committees of provinces and centrally run cities.

Accordingly, on October 10, 2025, the People's Committee of Ninh Binh province issued Document No. 216/UBND-VP6 requesting departments, branches, People's Committees of communes and wards to continue to effectively implement the contents of Directive No. 04/CT-UBND dated September 30, 2025 of the Chairman of the Provincial People's Committee, and at the same time focus on implementing the following key tasks:

Assign to Department of Education and Training:

Preside over and coordinate with departments, branches, sectors and localities to advise the Provincial People's Committee to unify the direction of state management of education in the province. Advise the Provincial People's Committee to implement decentralized tasks and delegated powers in the field of education and training according to regulations; Preside over and coordinate with the Department of Home Affairs and the People's Committees at the commune level to complete the review of the current situation of surplus and shortage of teachers for each subject and level of education in the province; proactively regulate and overcome the shortage of teachers in affiliated units; urgently report and propose to the Provincial People's Committee a plan to recruit teachers at all levels according to the assigned staffing quota in 2025; Develop and implement a plan for professional training and education for teachers and education managers, focusing on skills in applying digital technology and new teaching methods; ensure that 100% of teachers teaching classes according to the 2018 General Education Program are trained according to regulations. Coordinate with localities to compile statistics, assess the current situation and develop specific plans to train and improve the capacity of civil servants in charge of education at the commune level; Preside over and coordinate with communes, wards and relevant Departments, branches and units to complete the review and list of school buildings that need to be invested in new construction, renovation and upgrading; additional equipment to ensure the minimum requirements of the 2018 General Education Program; advise the Provincial People's Committee to issue a Project to ensure material facilities for public preschool, general education and continuing education facilities in the province for the period 2026 - 2035; Synthesize the needs for classrooms, teachers and equipment from localities to develop a master project to universalize preschool education for children aged 3-5 in the province, submit to the Provincial People's Committee for approval after the Government issues the Project; Provide detailed instructions on the management of revenue and expenditure of services and support for educational activities, ensuring publicity and transparency.

Assign to the People's Committees of communes and wards:

Arrange and assign work appropriately to the existing staff and civil servants, ensuring the completion of tasks at the highest level. Complete the community learning centers of communes and wards by October 2025. Actively review land funds, coordinate with provincial departments and branches in planning school networks to meet people's learning needs; review and propose plans for arranging and using surplus administrative headquarters after merger in the area for educational institutions (if any). Take direct responsibility for managing and allocating local budgets, integrating capital sources from programs and projects and actively mobilizing legal social resources to invest in education, especially investing in facilities, purchasing additional equipment for preschool, primary and secondary schools under management authority.

Coordinate with the Department of Education and Training and the Department of Home Affairs in reviewing and counting the quantity and quality of teachers and staff at schools in the area; proactively mobilize and arrange teachers for educational institutions under their management to overcome difficulties for units lacking teachers. Complete the review and accurately count the number of children aged 3-5, compare with the reception capacity of schools, determine the specific number of classrooms and teachers lacking, report to the Department of Education and Training; proactively plan and arrange enough clean land for the construction of new and expansion of public kindergartens and be responsible for the annual target of mobilizing children to attend classes. Direct specialized departments to closely coordinate with schools to effectively implement measures to ensure school security and safety; prevent school violence and accidents. Strengthen inspection and supervision of food safety and hygiene in boarding kitchens at educational institutions and extra teaching and learning activities in the area according to regulations.

Relevant departments and branches, according to their assigned functions and tasks, shall proactively implement the contents of Directive No. 26/CT-TTg dated September 15, 2025 of the Prime Minister; at the same time, advise the Provincial People's Committee to organize the implementation of contents under the authority and responsibility of the Provincial People's Committee.
