The National Assembly's Committee on Culture and Society approved the addition of a vocational secondary school model.

On the morning of October 22, Mr. Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture and Society presented a summary report on the review of the draft Law on amending and supplementing a number of articles of the Law on Education , the draft Law on Higher Education (amended), and the draft Law on Vocational Education (amended).

Increasing connectivity between general education and vocational training

Regarding the draft Law on amending and supplementing a number of articles of the Law on Education, Mr. Nguyen Dac Vinh said that the Committee agrees with the necessity, objectives and viewpoints of amending and supplementing a number of articles of the Law on Education as stated in the Government 's Submission.

The amendment of the Law aims to promptly institutionalize the Party's policies and guidelines, especially Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development and thematic resolutions recently issued by the Politburo ;

At the same time, perfect the legal corridor on the national education system, promote decentralization, improve the effectiveness and efficiency of state management of education; in accordance with the 2-level local government model; improve the quality of education, meet the learning needs of the people and the requirements of national development; overcome some limitations and inadequacies of the current Law.

The Committee found that the draft Law dossier was complete, in accordance with regulations, of guaranteed quality, and qualified to be submitted to the National Assembly for consideration and decision according to the shortened procedures.

The Committee approved the improvement of the national education system in the direction of increasing the connection between general education and vocational training. The addition of the vocational secondary school model comes from practical requirements to create conditions for students after junior high school to have more options, to continue studying the general secondary school program and to learn vocational skills, contributing to improving the effectiveness of student streaming.

However, it is recommended that the drafting agency clearly define the position of vocational secondary schools in the national education system and in the 8 levels of the national qualification framework; the basis for vocational secondary schools to be the level equivalent to high school; and clarify the criteria and output standards of vocational secondary schools.

The Committee approved the removal of the regulation on granting junior high school diplomas, and only stipulated that the confirmation of secondary school completion transcripts be carried out by the junior high school principal.

However, the Committee proposed to clarify the standards and methods of granting vocational secondary school diplomas to confirm the basis for determining equivalence with high school diplomas. It proposed to supplement and clarify the principles and mechanisms for management, sharing and data security; and to study regulations on appraisal and recognition of other certificates used in the national education system.

The state provides a set of textbooks for nationwide use.

The Committee also agreed with the regulation that the State provides a set of textbooks for unified use nationwide, in order to institutionalize the Party's policy on general education textbooks.

Regarding local educational materials, the Committee agrees with the regulation in the direction of assigning the authority to organize compilation to specialized agencies under the provincial People's Committees, the provincial appraisal council to appraise, and transferring the authority to approve local educational materials to the Chairman of the provincial People's Committees to ensure the initiative of localities.

The Committee agrees to abolish all regulations on conditions for establishing educational institutions and conditions for permission to operate educational institutions; suspend educational activities; merge, divide, separate, and dissolve educational institutions.

Maintain principled regulations on authority and procedures for establishing or permitting establishment; permitting educational activities, suspending educational activities; merging, dividing, separating, and dissolving educational institutions; assign the Government to provide detailed regulations.

Propose that the drafting agency study and complete the legal framework on school type conversion; on sanctions for violations in the education sector; on handling violations of regulations on organization and operation of private educational institutions.

Regarding teachers, educational managers, educational institution managers and educational support personnel in educational institutions within the national education system, the Committee believes that it is necessary to review the provisions in the draft Law, compare them with the provisions of the Law on Teachers, the Law on Organization of Local Government and the draft Law on Civil Servants (amended) to avoid overlaps and duplications.

The Committee recommends that the drafting agency: First, continue to review and ensure the institutionalization of the Party's regulations on co-staff teachers, consistent with the provisions of the Law on Science, Technology and Innovation and the draft Law on Higher Education (amended) and the Law on Vocational Education (amended) which are in the process of being amended and supplemented;

Second, clearly identify the supporting personnel in educational institutions as a basis for building a framework for job position lists and regulating regimes and policies;

Third, review and revise relevant regulations on support positions and other labor relations in private educational institutions in the draft Law on Education and Training and the Law on Civil Servants (amended).

The Committee approved the provisions of the draft Law on regulations related to training in specific professional fields and occupations to institutionalize the Party's viewpoints and policies on attracting, training, fostering, and developing human resources in the field of arts; overcoming and removing difficulties in the process of implementing legal provisions on education into the practice of training in specific professional fields and occupations in the field of arts.

The Committee agrees that there should be a National Scholarship Fund to institutionalize Resolution No. 71-NQ/TW. However, it is recommended to clarify the relationship between the Fund and the State Financial Fund outside the budget according to the provisions of the State Budget Law.
