According to the announcement, all schools and educational institutions in Hue city will allow students to take a break from this afternoon and October 23.

Leaders of the Department of Education and Training of Hue City requested schools and educational institutions to deploy storm and flood prevention work, ensure safety for teachers and students, and limit damage caused by storm No. 12.
According to Dan Tri reporter, this morning, in Hue city area, there has been gradually stronger wind with heavy rain, especially in coastal areas and lagoons.
Floodwater from upstream combined with high tides caused flooding in many areas of Quang Dien and Dan Dien communes, Hoa Chau, Thuan An and Duong No wards.
Mr. Nguyen Van Hung, Director of the Hue City Hydrometeorological Station, said that from the afternoon of October 22, on the mainland coastal areas of the city, the wind will gradually increase to level 6-7, gusting to level 8-9. The strongest wind will be around tonight until the morning of October 23.
Before and after the storm makes landfall, thunderstorms and tornadoes with strong gusts of wind may appear in Hue in the storm's circulation area.
According to Mr. Hung, due to the influence of the circulation of storm No. 12 combined with cold air and east wind, on the night of October 22-24, in Hue there was heavy rain, with total rainfall of 400-600mm, locally heavy rain over 800mm.
On October 25-27, Hue city will continue to have heavy rain due to the influence of cold air combined with East wind; common rainfall is 100-200mm/day, locally over 300mm.
Authorities warn that from the night of October 22 to October 28, there is a possibility of major flooding on rivers in Hue city. Flood peaks on the Bo and Huong rivers may reach above alert level 3; O Lau and Truoi rivers may have flood peaks of 3-3.5m.
