President: Managers must know how to use talented people.

(Dan Tri) - According to President Luong Cuong, leaders and managers do not necessarily have to be the best in terms of expertise, but must be able to use and manage people who are better than themselves.

On October 22, continuing the 10th session of the 15th National Assembly , speaking at the group on the draft Law on Civil Servants (amended), President Luong Cuong said the goal of this amendment is to meet the requirements of streamlining the apparatus to be more efficient and effective.

Leaders and managers do not necessarily have to be the best in their field.

According to the President, one of the core issues is to improve the quality of civil servants and create connectivity between the public and private sectors, especially in the fields of health care, education , etc.

The President emphasized that the law must clearly stipulate which issues the State must fully subsidize, which issues the State must partially support, and which issues can be left to the autonomy of units.

Citing his experience while working in the military, the President said that it is impossible to apply a completely autonomous market mechanism to units with political missions.

"When I was still working in the army, when implementing Resolutions 18 and 19 of the Central Committee on the arrangement of the apparatus and public service units, there was also a requirement for hospitals, nursing homes, and military television stations to be autonomous. But I think we have to determine the purpose of existence of these units," the President analyzed.

The President said that military hospitals were established to serve national defense missions. In times of emergency, they can be immediately mobilized into field medical stations, and in peacetime, they utilize their functions to examine and treat patients, maintain skills, ensure livelihoods and serve society.

If we are completely autonomous according to the market mechanism, we will not be able to fulfill our political tasks, according to the President.

Similarly, the President said that the convalescent groups are to serve policy beneficiaries, those who are not eligible for hotels, while the press is to serve political tasks, to be the voice of the Party and State.

"If everything is autonomous, using people's money to invest and then privatize, that's not right," said the President.

The President emphasized that the chosen solution is to maintain the model, only utilizing its functions to both fulfill political tasks, serve society and ensure the lives of officials and civil servants.

Along with that, the President noted the need to review standards and methods of training and fostering officials.

According to the President, a leader or manager does not necessarily have to be the best in terms of expertise, but must be someone who knows how to use and manage people who are better than themselves.

Regarding teachers and scientists, the President emphasized that they must be truly specialized. "Vocational training must be linked to the needs of the labor market, training what society needs, not what we have," the President noted.

The draft law is designed to be more open.

Evaluating the draft Law on Civil Servants (amended), National Assembly delegate Nguyen Phuong Thuy (Hanoi) said that the draft law has expressed many new viewpoints related to recruitment, management, use, evaluation, as well as regimes and benefits for civil servants.

The draft law has been designed in a much more open direction to maximize the potential, advantages and positive aspects of the current civil servant team, according to the delegate.

Ms. Thuy said that the issue of civil servants' rights has been expanded and institutionalized much more. This is in line with the spirit of a number of laws that have been passed in recent times.

According to the delegates, the new regulations have opened up opportunities for civil servants in many sectors and fields to participate in production and business activities or to contribute capital and manage outside enterprises. This mechanism creates conditions for civil servants to promote their working capacity and ability, contributing to the overall development of the country.

The draft Law on Civil Servants (amended) still maintains two traditional recruitment forms: examination and selection. National Assembly delegate Truong Xuan Cu (Hanoi) said that the examination form ensures more fairness.

Mr. Cu highly appreciated the content on the application of science and technology and digital transformation in the recruitment process. According to the delegate, this is an important orientation that will help the recruitment process ensure fairness, accuracy and objectivity.

Regarding the selection process, the delegate was concerned about the need to set criteria for consideration, such as considering excellent graduates... but if this process is not transparent and only applies the law without further testing, it will be difficult to select people who truly have knowledge, skills and qualifications.

Therefore, the delegate suggested that there should be an additional capacity test for the candidates, regardless of whether they are excellent graduates or candidates, because this is a necessity to select truly excellent people.
