Ho Chi Minh City "sprints" to disburse public investment capital

In less than 2 months to disburse more than 50,000 billion VND in public investment, Ho Chi Minh City has proposed many drastic solutions, but the important thing is that the spirit is realized in each project.

Key projects waiting for land

At the construction site of the An Phu intersection project - one of the key traffic projects in Ho Chi Minh City - in November, construction work "froze" because of waiting for land. The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that the delay in clearing the land of more than 22,000m2 on Luong Dinh Cua Street is affecting the progress of the XL13 package - construction of the N1.2 overpass branch. Three bridge piers have been completed, but due to lack of land, construction has had to be temporarily suspended...

In 2025, the Traffic Department was assigned a capital of more than 17,000 billion VND, but by the end of October, the disbursement had only reached more than 8,500 billion VND. Similarly, the My Thuy intersection project was expected to complete the entire project in the 2016-2021 period, but so far only about 80% of the land has been received. The project to expand Luong Dinh Cua Street has also been unfinished for many years, with some sections only being completed by 1/3 of the road surface because of lack of land; the project to expand and upgrade National Highway 50 is also facing difficulties because of... 4 households.


Not only the Traffic Department but also the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (Infrastructure Department) is "stuck" due to land clearance problems. Accordingly, in 2025, the Infrastructure Department was assigned a public investment capital plan of more than VND 7,600 billion for 111 projects, but by the end of October, it had only disbursed more than VND 3,800 billion, reaching 50.05%.

To achieve the target of 100% disbursement, the Infrastructure Board is waiting for the handover of the site according to the progress of a series of projects: dredging, environmental improvement, infrastructure construction projects of Xuyen Tam canal; dredging project of Xom Cui canal drainage axis; project to build the dike system of Tra canal from Cau Xang (Provincial Road 15) to An Ha bridge (National Highway 22); project to upgrade and renovate Ben Muong canal; project to upgrade and urgently reinforce the irrigation system on the right bank of Saigon river...

Regarding the capital for compensation, support, and resettlement, the Department of Agriculture and Environment said that as of November 26, in Ho Chi Minh City, more than VND 25,100 billion had been disbursed, reaching 83.01%; in Ba Ria - Vung Tau, nearly VND 6,700 billion had been disbursed, reaching 42.75%; in Binh Duong, nearly VND 12,500 billion had been disbursed, reaching 49.66%.

Decide on the spot, resolve on the spot

According to the report of Ho Chi Minh City Statistics, as of November 25, Ho Chi Minh City disbursed 70,896 billion VND, reaching 59.6% of the capital plan assigned by the Prime Minister . Thus, although it has entered the end of the year, the disbursement speed is still quite slow: within 20 days of November (from November 4 to 25), Ho Chi Minh City only disbursed about 3,700 billion VND.


According to Mr. Nguyen Khac Hoang, Chief of Statistics of Ho Chi Minh City, in the remaining two months of 2025, Ho Chi Minh City must disburse more than 50,000 billion VND to achieve the plan. This is a very challenging task when each month must disburse 24%, so there must be very specific solutions to hope to turn the situation around.

The leader of the Ho Chi Minh City Department of Finance said that of the public investment capital allocated this year, more than 45,000 billion VND is compensation capital, accounting for 38.2% of the total capital. To speed up the disbursement of this capital, the Ho Chi Minh City People's Committee has established working groups to resolve the issue, focusing on large projects... Chairing a recent meeting related to this issue, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung assessed that many solutions have been proposed but the disbursement rate is still low.

Emphasizing that disbursement of public investment capital is one of the key political tasks, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the city is determined to effectively operate 3 working groups led by Vice Chairmen of the Ho Chi Minh City People's Committee, strengthen on-site inspections to "decide on the spot, resolve on the spot". At the same time, apply the "6 clear" mechanism in assigning tasks and requiring no delays due to organizational arrangements. The Ho Chi Minh City Department of Construction is assigned to compile a list of 34 key projects to be constructed in "3 shifts and 4 shifts", arrange green material lanes, allow access to prohibited roads, prohibited hours... Investors must mobilize more forces, increase 15%-20% of the volume and complete documents for payment within 4 days after acceptance. The city will reward units that perform well and strictly discipline groups and individuals that disburse slowly.

In the Ba Ria - Vung Tau area, many public investment projects are racing to meet the deadline. At the Thuy Van Square expansion site, hundreds of workers are working through the night.

Mr. Doan Hai Linh, Director of the Vung Tau Area Construction Investment Project Management Board, said that the Thuy Van road improvement project with a total investment of more than 1,000 billion VND "is accelerating to the maximum to reach the finish line on time". Two packages have been inspected and accepted, the remaining package is expected to be completed on December 30; about 10 satellite projects will also be completed from the end of December 2025 to the beginning of January 2026.

In addition, by November 2025, the 9.73km-long 991B Road Project had reached 88% of its volume, of which Rach Tre Bridge alone reached 60%; the Long Son - Cai Mep route (3.75km) reached more than 75%. Other projects such as the Bien Hoa - Vung Tau Expressway, DT 994 Road, Phuoc An Bridge... have all added human resources and equipment to ensure progress.

In Binh Duong area, in a recent working session, Vice Chairman of Ho Chi Minh City People's Committee Bui Minh Thanh requested localities to consider compensation and site clearance as a key task, closely following the locality and closely coordinating with departments and branches to remove bottlenecks, striving to complete 100% of the target by 2025.

He directed wards and communes to appraise and approve compensation and resettlement support files within a maximum of 2 working days, ensuring disbursement progress. The Department of Agriculture and Environment, the Land Fund Development Center and project management boards must promptly report daily before 3 p.m., clearly stating cumulative figures, unfinished work and responsibilities of each unit. The head must take full responsibility for any delays or failures.
