Basically, all delegates agreed that the preparation of reports and draft resolutions had been carried out meticulously, closely and scientifically . This affirmed that the Provincial People's Committee had directed closely and responsibly; the specialized agencies of the Provincial People's Committee had focused their intelligence to develop quality content, meeting the requirements. The reports had general assessments, close to the situation, true to the reality; highly agreed with the goals, viewpoints, development orientations as well as specific and feasible tasks and solutions to be implemented in 2026 and the 2025 - 2030 term, which were consistent with the reality of the province and the general development trend.
Regarding the draft Resolution on additional funding to implement policies, regimes, arising tasks and the National Target Program for Sustainable Poverty Reduction in 2025, delegates discussed the need for additional funding to implement policies, regimes, arising tasks and to respond to the proposed needs of agencies and units. Regarding representatives of communes, delegates said that the Resolution is really necessary to help localities resolve difficulties in direction, administration, and support people to reduce difficulties.
Regarding the draft Resolution on deciding the total payroll of cadres, civil servants, number of employees, labor contracts according to Decree No. 111/2022/ND-CP receiving salaries from the state budget for agencies, units, and localities in 2026, delegates requested clarification on the assignment of civil servant payroll; number of employees; labor contracts according to Decree No. 111/2022/ND-CP of the Government in agencies, administrative organizations, and public service units of Lai Chau province in 2026, flexibility in allocation to create conditions for communes to perform their tasks...
Delegates also proposed to increase the level of support expenditure for commune level to carry out activities serving the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term in Lai Chau province. The work of preventing and combating crimes, especially high-tech fraud and cyber fraud, was also discussed by delegates, in which delegates suggested that the province should have a mechanism that pays attention to funding for specialized agencies to carry out the task of fighting crimes with foreign elements; increase the level of expenditure for the task of eliminating illiteracy in the province; consider adjusting a number of indicators such as: Forest cover rate, afforestation, tea planting, cinnamon planting; total grain output; multidimensional poverty rate...
At the discussion groups, the leaders of the Provincial People's Committee and the specialized agencies of the Provincial People's Committee listened to the opinions of the delegates to explain and accept some contents. The comrades affirmed that in the process of building reports and draft resolutions to submit to the Session, the Provincial People's Committee clearly understood the requirement to comply with the provisions of current laws; and submitted them to many meetings of the province for reporting, explaining, and accepting complete contents.
In the process of directing and operating the implementation of the 2-level local government model with many difficulties, challenges, and new tasks, the Provincial People's Committee has sought the support of ministries and branches, promptly removed and resolved difficulties at the commune level to ensure the stability of the apparatus's operations and meet management requirements. Sharing the difficulties with communes and wards in performing their tasks, the Provincial People's Committee leaders hope that communes and wards need to promote their internal strength in performing the assigned tasks. Along with that, the province and branches will work with localities to do a good job of attracting and calling for investment to maximize the potential and advantages of agriculture, tourism, etc.
The leaders of the Provincial People's Committee requested that the specialized agencies seriously absorb the opinions of the delegates to complete the contents presented at this Session, and at the same time, to ensure the quality of the contents presented at the next Sessions, in accordance with regulations. Continue to coordinate well with localities, especially to guide, remove and resolve difficulties for the grassroots level to avoid missing work and not thoroughly resolving work.
