
On the morning of October 22, Ms. Le Thi Bich Thuan, Director of the Department of Education and Training of Da Nang City, signed an official dispatch allowing students to stay home from school to avoid storm No. 12.
Accordingly, in the face of the complicated developments of storm No. 12, the Department of Education and Training of Da Nang City requested heads of units and schools to urgently notify preschool children, students and trainees across the city to stay home from school on Wednesday afternoon (October 22) and all day Thursday (October 23).
Educational institutions with organized boarding schools decide the time (specific hours) and promptly notify parents to pick up their children (possibly after lunch); assign teachers and management staff to take care of preschool children and students when parents have not arrived to pick them up.
Boarding and semi-boarding schools for ethnic minorities must strengthen management and care for students; do not let students return home without ensuring safety conditions.
Private universities and vocational training institutions, based on actual situations, proactively decide on students' attendance.
In addition, the units strictly implement the directives and instructions of the People's Committee of Da Nang City, the Department of Education and Training and the locality on natural disaster prevention. Regularly update information on the developments of storms and heavy rains; maintain contact through many information channels to notify students, parents, teachers and workers at the unit to proactively respond safely.
When an incident or problem arises (before, during and after the storm), promptly report to the Department of Education and Training and local leaders for handling instructions.
The decision to let preschool children, students, and trainees stay home from school due to heavy rain before and after the storm causing flooding and landslides in localities is implemented according to Official Dispatch No. 1788/SGDĐT-VP dated October 21, 2025 of the Department of Education and Training on proactively responding to storm No. 12.
In addition, units proactively and urgently organize cleaning and sanitizing schools and classrooms after the storm, when the water recedes and the rain stops so that preschool children, students, and trainees can return to school soon.
On the morning of October 22, Da Nang experienced rain and strong winds in many places. From the evening of October 21 to the morning of October 22, coastal areas in Da Nang experienced strong winds. Meanwhile, in the city center, a "high-rise effect" appeared on roads passing through high-rise buildings, causing people to be whipped by the wind and making it difficult for them to travel.
Also on the morning of October 22, the Department of Education and Training of Hue City said that from the afternoon of October 22, all schools and educational institutions across the city will allow students to stay home to prevent the effects of storm No. 12 until further notice.
Mr. Phan Trong Nghia, Chairman of the People's Committee of Hoa Chau Ward (Hue City), said that the locality is proactively implementing plans to respond to storm No. 12 and heavy rain. In the immediate future, it is ready to evacuate 692 households with 1,912 people who need to be evacuated in case of storms and floods.


Currently, many main roads in Hoa Chau ward are cut off and flooded from 0.3 to 0.7 meters. Provincial Road 4 (from the intersection of Thuy Phu residential area to Dang Tat Secondary School), National Highway 49B is flooded about 0.2 to 0.3 meters. Hoa Chau ward People's Committee mobilized forces to place barriers, reflective tape and warning signs on roads and deeply flooded areas to ensure safety for people and vehicles.
Since the morning of October 22, more than 2,550 students of all levels in Hoa Chau Ward have been absent from school to proactively cope with the floods. Up to now, the ward has not recorded any human or property damage, only about 7 hectares of vegetables have been completely submerged.


On the same morning, according to Nguyen Anh Cau, Chairman of the People's Committee of Quang Dien Commune, Hue City, more than 1,200 students in low-lying areas at schools in the area were given a day off from school from the morning of October 22 to ensure safety and proactively respond to floods.
On the morning of October 22, the Hue City Civil Defense Command said that the impact of strong winds, big waves, high tides, and rising water caused water from the sea to overflow into Tam Giang lagoon, causing localized flooding in the areas of Hai Duong, Phu Thuan (Thuan An ward), and the lagoon area, Con Toc ferry (Dan Dien commune).
Currently, irrigation and hydroelectric reservoirs in the area are safe. Irrigation reservoirs have plans to proactively operate safely the works and downstream areas according to heavy rain scenarios caused by the impact of storm No. 12.
