
Many delegates from ministries, sectors, digital platform businesses and the art world agreed that the development and promulgation of this set of rules is very necessary and urgent in the context of social networks increasingly having a profound impact on social life, especially among young people.
Speaking at the workshop, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh emphasized that cyberspace is strongly influencing people's awareness, behavior and emotions. Children today spend more time online than communicating with their parents, so guiding civilized and standard behavior in the digital environment is extremely important. "The future generation of the country will be greatly influenced by cyberspace," Deputy Minister Le Hai Binh affirmed.

According to Deputy Director of the Department of Radio, Television and Electronic Information Nguyen Thi Thanh Huyen, the draft code consists of 3 chapters and 11 articles, applicable to individuals, organizations, businesses, social network service providers, press agencies, media companies, performing arts... The second draft received comments from 59 units, of which 45 units agreed, 14 units gave additional comments.
The Code of Conduct is built on the basis of systematizing current legal regulations, and is also a recommendation to guide behavior in accordance with Vietnamese culture, ethics and law. The Ministry of Culture, Sports and Tourism also proposes a monitoring and evaluation mechanism, while encouraging and rewarding organizations and individuals who perform well.

At the workshop, the representative of the Ministry of Industry and Trade proposed clearer regulations on offensive and uncultured content on the internet, especially in e-commerce activities. At the same time, there should be preferential policies to encourage units to detect and remove harmful information.
People's Artist Nguyen Xuan Bac, Director of the Department of Performing Arts, affirmed that the promulgation of the code of conduct is "correct, accurate and necessary", and at the same time recommended strict handling of media units that post sensational and offensive content that negatively affects the public.
Representative of digital platform enterprises, Mr. Nguyen Lam Thanh, Director of TikTok Vietnam, proposed having policies to encourage users to behave civilly online, combining incentives and reasonable sanctions to create a healthier and more humane online environment.
The early promulgation and implementation of the Code of Conduct on Cyberspace is expected to contribute to building a safe and civilized digital environment, raising awareness and responsibility of each citizen in the digital transformation era.
