The role of bridging science and technology

To meet the requirements of the tasks in the new situation, along with streamlining the organization and apparatus, the Vietnam Union of Science and Technology Associations has innovated its operating methods through restructuring the apparatus, proactively proposing and implementing consulting, criticism and social appraisal activities.

Over the years, the Vietnam Union of Science and Technology Associations has actively contributed ideas to many projects, programs, and socio-economic development policies at both the central and local levels. Many consulting and critical workshops have been organized meticulously and systematically, such as critical and constructive discussions on laws, decrees, provincial planning projects, high-tech development planning, and national target programs, which have brought practical value and have been well received and highly appreciated by management agencies.

According to Dr. Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations : Promoting the role of members of the Vietnam Fatherland Front, the Union of Science and Technology Associations at the central and local levels pays special attention to the work of gathering and uniting the scientific and technological intellectuals; actively responding to and directing member associations and affiliated scientific and technological organizations to participate in campaigns and emulation movements; coordinating with other member organizations of the Vietnam Fatherland Front at all levels to carry out social supervision and criticism activities, contributing to strengthening the great national unity bloc.

Many outstanding tasks have been implemented by the Vietnam Union of Science and Technology Associations such as: Giving opinions on the master plan for national airports and seaports; giving opinions on the planning of the road and railway network, building the North-South high-speed railway, etc. This activity not only contributes to improving the quality of policy making, bringing benefits to the country, but also clearly demonstrates the role and social responsibility of the scientific and technological intellectuals.

In terms of international cooperation, one of the outstanding marks of the Vietnam Union of Science and Technology Associations is participating in and winning many prestigious awards at international technology exhibitions and fairs. At the International Exhibition on Inventions and Technology (ITEX 2024) held in Kuala Lumpur (Malaysia), typical products of Vietnamese students under the auspices of the Vietnam Union of Science and Technology Associations won a special prize and three gold medals. Next, the Vietnamese delegation also made a strong impression at the Seoul International Invention and Innovation Fair (SIIF 2024, Korea), winning the Grand Prize - the highest award at the event, along with three other gold medals.

Recently, the Vietnam Union of Science and Technology Associations has implemented the review, merger, streamlining and dissolution of a number of member units and affiliated science and technology organizations. One of the advantages after the reorganization and streamlining of the organization is that the apparatus of the Vietnam Union of Science and Technology Associations has become more compact and focused. The merger of units with similar functions has helped reduce overlap in operations, improve the quality of internal coordination and optimize resources.

To improve the operational efficiency of the Vietnam Union of Science and Technology Associations in the new situation, according to General Secretary Nguyen Quyet Chien, the Vietnam Union of Science and Technology Associations needs to innovate its operational methods by perfecting the organizational structure of units according to clear functions and tasks, avoiding overlap. At the same time, improve the management and operational capacity of associations at all levels, especially at the local level, thereby creating a close and consistent connection from the Central to the grassroots level; continue to promote the role of a bridge between scientific and technological intellectuals and the Party and the State by promoting quality and effective consulting, criticism and social appraisal activities. Encourage member associations to proactively participate in the policy-making process, contribute scientific opinions to key socio-economic development programs of localities and the country, enhance the position and voice of intellectuals in planning the country's development strategy.

Synchronizing solutions from organizational structure, innovation of operational content, promoting the strength of the scientific and technological intellectual team, to technology application and expanding international cooperation, is the foundation for the Vietnam Union of Science and Technology Associations to increasingly affirm its core role, accompanying the country in realizing the goals of developing science, technology, innovation and national digital transformation.
