As a major industrial center of the country, with the potential to develop many types of renewable energy, with Resolution No. 70, Dong Nai hopes to have a breakthrough development in this field in the coming time.
"Boost" from historic resolution
On August 20, 2025, on behalf of the Politburo , General Secretary To Lam signed and issued Resolution No. 70. This is the second resolution issued by the Politburo in the past 5 years and is a more comprehensive resolution on national energy security in the context of the country facing pressure to both ensure energy supply and fulfill international commitments on emission reduction and climate change response.
The Resolution sets a target that by 2030, the total power capacity will reach 183-236GW, of which renewable energy accounts for about 25-30% of total primary energy, reducing greenhouse gas emissions from energy activities by about 15-35% compared to the business-as-usual scenario. By 2045, energy security will be firmly ensured; Vietnam will have a modern, smart, regionally and internationally connected energy system, on par with developed industrial countries.
In particular, the resolution clearly states the viewpoint that energy development must be synchronous and diversified, prioritizing clean energy, new energy, and renewable energy; at the same time, gradually reducing coal power according to a reasonable roadmap. This is considered a "lever" for large industrial development localities such as Dong Nai to shift more quickly to a green and sustainable growth model.
Dong Nai currently has 57 established industrial parks, more than 2,200 foreign-invested enterprises (FDI), and tens of thousands of domestic enterprises in operation, so the demand for green and clean energy is very large. In addition, Dong Nai is also one of the localities with the largest demand for electricity in the country, more than 21 billion kWh (2025 plan), most of which comes from traditional power sources. These factors are important driving forces for the development of renewable energy.
Deputy Director of the Department of Industry and Trade Pham Van Cuong shared: Dong Nai has the potential to develop many types of renewable energy. These include rooftop solar power in industrial parks and agricultural farms; floating solar power in irrigation and hydroelectric reservoirs; biomass power from agricultural by-products; electricity production from household waste; small and medium hydroelectric power. The issuance of Resolution No. 70 by the Politburo is an important political basis for the province to promote investment attraction and expand the scale of green energy projects.
In fact, in recent times, many FDI enterprises in the province, especially in the fields of textiles, footwear, and wood processing, have proactively installed rooftop solar power to meet the "green" criteria for goods from major export markets such as the EU and the US. Some industrial parks such as Amata, Long Duc, and Nhon Trach 6 have been researching the "green industrial park" model associated with renewable energy, waste recycling, and energy circulation.
Resolution No. 70 sets the target for 2030 of total primary energy supply of about 150-170 million tons of oil equivalent, total capacity of power sources of about 183-236GW, total electricity output of about 560-624 billion kWh, renewable energy ratio of about 25-30%. By 2045, firmly ensure national energy security, energy sector develops synchronously and sustainably, uses resources efficiently, protects the environment, reduces greenhouse gas emissions and adapts to climate change.
Ensuring stable and sustainable energy
Developing renewable energy is not only a solution to protect the environment and respond to climate change, but also opens the way for sustainable development. With the advantage of being an industrial center, with an international airport, seaport and border gate, Dong Nai is qualified to take the lead in the energy transition process. If effectively exploiting the "leverage" from the new resolution of the Politburo, Dong Nai will not only ensure energy security but can also become the renewable energy center of the Southeast region, making an important contribution to realizing the national goal of developing green, sustainable energy and reducing emissions.
According to Provincial Party Committee member and Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang, Dong Nai is focusing on developing renewable energy sources, especially solar power and waste-to-energy, to meet the increasing demand for electricity, the clean electricity needs of export enterprises and to minimize the impact on the environment. Encourage people, offices, hospitals, and schools to install rooftop solar power to increase the proportion of renewable energy in the energy use structure.
According to the province’s orientation, newly established industrial zones must integrate industries and rooftop solar power infrastructure right from the planning stage. The province supports procedures for businesses to access green credit packages to invest in renewable energy; at the same time, promotes cooperation with major investors in the fields of solar power, biomass power, and waste-to-energy.
Although there are "compasses" and many other policies of the Central Government, the realization of the renewable energy target in the province still faces challenges in legal procedures and transmission infrastructure. Typically, the Nhon Trach 3 and 4 Power Plant Project in Dai Phuoc Commune is one of the national key projects of the energy sector, the first liquefied natural gas power project in Vietnam in implementing the transition to clean and sustainable energy, with plans to generate commercial electricity in October and December 2025, respectively, but to date the power transmission lines have not been completed, so it is difficult to ensure full capacity.
It can be said that Resolution No. 70 is a turning point for the energy industry. Dong Nai is a province with a large demand for electricity, a dynamic economy, and a strong determination to achieve sustainable development goals. It is completely possible to turn its potential and advantages into breakthrough opportunities.
