Flexible and creative application of the lessons "People are the root", "People are the center"

BHG - On the afternoon of October 23, comrade Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Committee for Mass Mobilization, and comrade Thao Hong Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the working session of the Central Committee for Mass Mobilization's working delegation with the Ha Giang Provincial Party Committee to survey and study the national key topic on the lesson "People are the root", "People are the center" and the issue of promoting people's strength, the strength of great national unity in the new situation. Attending the working session were comrade Tran Manh Loi, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee for Mass Mobilization; leaders of the Provincial Party Committee's Party Building Committee, the Provincial Party Committee Office; leaders of departments and branches.

Overview of the working session

The lesson of “People are the root”, “People are the center” according to the documents of the 13th National Party Congress has been seriously and creatively implemented by Ha Giang province in recent years. Since then, the strength of the people and the strength of great national unity in the locality have been promoted, contributing to the implementation of the province's goals in all fields. The province's economy has grown steadily in recent years, the economic structure has shifted in the right direction, infrastructure has been gradually strengthened, culture and society have improved, traditional cultural values of ethnic groups have been revived and promoted; the poverty rate has decreased year by year, per capita income has been raised; security, politics and social order and safety have been stable, territorial sovereignty, borders and landmarks have been maintained, foreign relations have been expanded and deepened; contributing to consolidating and fostering the people's trust in the leadership of the Party and the management of the State.
The province has issued many policies, resolutions, and legal regulations on democracy, promoting and ensuring the people's mastery; direct democracy, representative democracy, especially democracy at the grassroots level, effectively implemented. Awareness, role, and responsibility of Party committees, Party organizations, authorities at all levels and the entire political system on democracy and practicing democracy among the people have been raised; attention has been paid to leadership and direction to promote and improve the quality and effectiveness of building and implementing grassroots democracy regulations, ensuring and promoting the people's mastery and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" according to the provisions of law.

Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang delivered a concluding speech at the meeting.

The delegates focused on discussing the issues raised in applying the lesson of “People are the root”, “People are the center” and promoting the people’s strength, the strength of national solidarity in the context of the world, the country and the province continuing to have new opportunities, fortunes and difficulties, challenges; the process of promoting industrialization, modernization, international integration is increasingly deepening of the country, the gap between rich and poor, and social polarization tends to increase. Hostile forces are intensifying the implementation of the “ peaceful evolution” plot to sabotage our Party and State. In the province, the starting point of the economy is low; the infrastructure system is not synchronous; people’s lives are still difficult, the rate of poor and near-poor households is still high, especially in the highlands, ethnic minorities…

After listening to the reports and discussions of the working delegation and representatives of departments and branches of Ha Giang province, concluding the working session, Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang affirmed: Implementing the Central Committee's viewpoint on the lesson "People are the root", "People are the center", the Standing Committee and the Standing Committee of the Ha Giang Provincial Party Committee have thoroughly grasped and seriously studied the documents of the Central Committee and led and directed the implementation of this content in a systematic and synchronous manner. The Ha Giang Provincial Party Committee has consistently adopted the viewpoint of taking people's happiness as the goal to strive for, people as the center, subject, important resource, and the goal of development; flexibly and creatively applying the lesson "Taking people as the root" to lead and direct. Since then, it has created positive changes in the implementation of socio-economic development tasks, ensuring national defense and security, and raising people's trust in the Party.

The Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization hopes that: In the coming time, the Ha Giang Provincial Party Committee will continue to thoroughly grasp the guidelines and orientations of the Resolution of the 13th National Party Congress, the resolutions, policies and laws of the State to apply creatively and appropriately to the practical situation of the locality. Build and perfect mechanisms, regulations and rules so that people can exercise their mastery in all areas of social life. Strengthen innovation and improve the effectiveness of mass mobilization work of the political system in the new situation. Promote the role and effectiveness of the Vietnam Fatherland Front and socio-political organizations in exercising their right to supervision and social criticism in all areas.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son further clarified the results achieved by Ha Giang province in implementing the lessons of "People are the root", "People are the center" according to the documents of the 13th National Party Congress; at the same time, pointed out a number of difficulties and obstacles in the implementation process. The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial Party Committee's Mass Mobilization Commission to coordinate with the Provincial Party Committee Office to synthesize reports provided to the Central Party Committee's Mass Mobilization Commission to further clarify the contents of the working delegation's interest and hoped that the Central Party Committee's working delegation would have opinions and proposals for the Central Party Committee and the Government to continue supporting people in afforestation; investing in construction of works to provide water for people's daily life; and building border patrol roads.
