That was the affirmation of President Ho Chi Minh at the National Cultural Conference on November 24, 1946. He led the way for Vietnamese culture to develop according to that motto. That spirit, that motto was inherited and emphasized more at the third National Cultural Conference on November 24, 2021. Until today, culture still guides us to confidently enter the Era of national growth.
Outstanding guide to building a new Vietnamese culture
Since 1943, at the end of the Prison Diary (1), Ho Chi Minh defined culture in the broadest sense and pointed out: To build a national culture, it is necessary to build all aspects of economy, politics , society, morality, and human psychology. Attending the National Cultural Conference, urgently organized for the first time when the resistance war against the invasion was approaching, on November 24, 1946, President Ho Chi Minh expressed his wish "to earnestly wish for the new culture of the country to take the happiness of the people and the nation as the foundation" (2). In particular, he affirmed: "Culture is closely related to politics . We must find a way to make culture penetrate deeply into the national psychology. That is, culture must correct corruption, laziness, vanity, and luxury. Culture must make everyone have the ideal of autonomy and independence". At the Second Party Congress in February 1951, President Ho Chi Minh clearly stated the direction for developing Vietnamese culture: "At the same time, develop the fine traditions of national culture and absorb new things from progressive world culture, to build a Vietnamese culture with national, scientific and popular characteristics" (3).
President Ho Chi Minh highly appreciated the role of culture in the revolutionary cause. As a leader who opened/led the way for the construction of a new Vietnamese culture, cared for the development of morality, built people, combined the inheritance of national cultural traditions with the absorption of the quintessence of human culture, combined national character with human character in culture, he was also a cultural celebrity, the most typical embodiment of that new culture. He brought Vietnamese national culture to human culture and the times - this was unprecedented in Vietnamese history. "In the warm voice of Nguyen Ai Quoc, we seem to hear tomorrow, as if seeing the immense silence of world friendship... Nguyen Ai Quoc, is also radiating something very polite and delicate... From Nguyen Ai Quoc, a culture has been radiated, not European culture, but perhaps a culture of the future". Poet Oxip Mandenxtam wrote like that in the article Visiting an international communist soldier - Nguyen Ai Quoc (4) published in the magazine Small Flame No. 39, December 1923.
The revolutionary path that Ho Chi Minh discovered for the Vietnamese people is also the path from national independence to a modern “universal world” with the logic of peaceful coexistence and mutual development of nations, exchange and enrichment of each other’s cultures, and harmonious development of individuals, nations and humanity. In him, the culture of tolerance always shines in his thoughts, feelings, and every action, and his spirit of cultural tolerance has contributed many values to Vietnamese culture as well as to human culture. The example of the cultural celebrity Ho Chi Minh is admired and honored.
Culture is an endogenous spiritual resource with great power. History has shown that in the glorious victories of the Vietnamese people in the mid-20th century, there was a significant contribution from the latent cultural power that was nurtured through the long tradition of a nation that loves independence and freedom, and was aroused in the resilient struggle for justice that defeated the plots of unjust invaders. In Ho Chi Minh's thought on culture, the struggle in the cultural field holds an important position. The struggle on the cultural front not only fought against plots of cultural enslavement but also built and developed a new culture for the nation and the people. That guiding thought continued to guide the development of culture in the subsequent resistance war against invasion, unification of the country and the cause of building a peaceful and happy life for the people when the war had receded. The cultural power from tradition was illuminated and enhanced in the Ho Chi Minh Era, bringing into play the great strength for the Vietnamese army and people to fight, win and build.
Gearing up for the New Era
We determine: The culture we build is an advanced culture, imbued with national identity with the core content of national independence and socialism; Marxism-Leninism and Ho Chi Minh thought play a leading role in the spiritual life of society; inherit the fine cultural traditions of the nation, at the same time selectively absorb the achievements and cultural quintessence of the world, strive to build a civilized, healthy society for the true interests and dignity of people, with increasingly high levels of knowledge, morality, physical strength, lifestyle and aesthetics.
The 13th National Party Congress put forward new, profound, comprehensive and breakthrough viewpoints and policies on the development of culture, people and human resources: "Taking Vietnamese cultural values and people as the foundation, the important endogenous strength to ensure sustainable development"; "Taking people as the center of development and sharing the achievements of the development process". We build and perfect cultural values and standards for Vietnamese people in the new era with comprehensive development of personality, ethics, intelligence, physical strength, soul, social responsibility, civic duty, with the awareness of respecting and obeying the law, protecting the environment, with the capacity for innovation and creativity, the ability to work in an international environment...
The 13th National Party Congress also identified: Developing and improving the quality of human resources, especially high-quality human resources, is a strategic breakthrough to meet development requirements in the context of the fourth industrial revolution and deep international integration. Along with that, developing technology and innovation "so that science, technology and innovation meet the requirements is truly the main driving force of economic growth, creating a breakthrough to improve productivity, quality, efficiency and competitiveness of the economy". The terms "soft power" and "promoting the soft power of Vietnamese culture" also appeared for the first time in the Party Congress Documents, affirming and orienting the promotion of Vietnamese cultural identity, the good qualities of the Vietnamese people are the roots of the soft power of national culture, the endogenous strength, the great resource and driving force of the country in sustainable development and international integration.
Step by step putting the cultural development orientations of the 13th National Congress into practice, on November 12, 2021, the Government approved the Cultural Development Strategy to 2030, setting specific goals to strive for by 2030 with 11 tasks and solutions. This is an important concretization of the Party's guidelines to build and develop Vietnamese culture and people in the future.
Recalling the words of President Ho Chi Minh in the past: "Culture lights the way for the nation to go", the third National Cultural Conference, on November 24, 2021 - a "Dien Hong Conference" on culture, implementing the Resolution of the 13th National Party Congress, proposed specific and outstanding key solutions: Continuing to raise awareness of the position and role of cultural development, human development in innovation and sustainable development; focusing on researching, identifying and implementing the construction of the national value system, the cultural value system, the Vietnamese human value system associated with preserving and promoting the Vietnamese family value system in the new period; perfecting institutions, innovating cultural management thinking, reforming the state management apparatus on culture; developing human resources in the cultural and artistic sectors, especially high-quality human resources; human resources for leadership and management, for key and specific fields; Building culture in politics, in economics, especially culture in the Party to become a moral example for society; corporate culture to become a regulatory system for socio-economic development; developing cultural markets and cultural industries to meet the reception and enjoyment needs of consumers and foreign markets; building a professional, humane and modern press and media; focusing resources from the State and other economic sectors to invest in cultural development and human development; proactively and actively integrating internationally in culture, building Vietnam to become an attractive destination for international cultural exchange.
Affirming determination with the common, consistent goal clearly stated by the Party: Building a comprehensively developed Vietnamese culture, aiming at truth - goodness - beauty, imbued with national spirit, humanity, democracy and science; making culture truly become a solid spiritual foundation of society, an important endogenous strength, ensuring sustainable development. That is our luggage entering the Era of national growth.
