New opportunities for the Education sector (Part 3): Resolution 71's biggest breakthrough is the shift in thinking, opening up opportunities for 'acceleration' in the digital age

The biggest breakthrough of Resolution No. 71-NQ/TW (Resolution 71) is the shift in thinking, considering education as a direct driving force to form "human capital" to serve the development of knowledge economy, digital economy and international integration.

That is the opinion of Dr. Pham Hoang Manh Ha, Lecturer at Thanh Hoa University of Culture - Sports and Tourism with The World and Vietnam Newspaper about the historical stature of Resolution 71-NQ/TW for the education career of our country.

Realize your aspirations, open up opportunities for "acceleration"

Resolution 71-NQ/TW is considered to be of historic significance for the education sector. In your opinion, what is the biggest breakthrough that this Resolution brings compared to previous policies and guidelines?

The biggest breakthrough of Resolution No. 71 is the shift in thinking, from innovation within the sector to education, which is a strategic pillar in national development and international integration. More specifically, the Resolution represents a comprehensive, integrated approach between education and training with science, technology and innovation. The content of the Resolution is also directly linked to the development of high-quality human resources for the country's industrialization and modernization in the digital age.

Previously, policies and resolutions on education often focused on expanding the scale, improving the quality of training, innovating teaching programs or textbooks, or improving management mechanisms. Resolution 71 considered education as a direct driving force to form "human capital" to serve the development of knowledge economy, digital economy and international integration. It was also the first time that the Politburo emphasized the training of high-level human resources in the fields of cutting-edge science and technology, digital transformation, new energy, artificial intelligence, linked to practical needs.

In addition, the Resolution affirms the innovation of management mechanisms and resource mobilization. The State still plays a regulatory role, while expanding space for socialization, public-private partnership, university autonomy, and international educational integration. These new points will create a competitive and creative environment in training.

This resolution emphasizes the goal of integration, innovation and international reach. What are the biggest challenges and opportunities for Vietnamese education to realize this aspiration, from your perspective?

In my opinion, Resolution 71 will open up opportunities for “acceleration” in the digital age; allowing Vietnamese education to narrow the gap with the world if new technology is effectively applied in management, teaching and research. We will also have an advantage in integrating deeply with international knowledge.

Expanding educational and training cooperation with the world is an opportunity for Vietnam to “export” high-quality human resources and at the same time “import” advanced training models. If we take advantage of this opportunity, the country’s position will be enhanced, and Vietnamese education can become a destination for international students in the region, playing the role of a center for training human resources in a number of key fields.

However, in implementing the resolution, we also face many challenges. The first is the gap between the current quality of education and international education “standards”. This gap is clearly shown in factors such as foreign languages, soft skills, critical thinking, and independent research capacity.

Second, in terms of academic competition, many training institutions lack mechanisms to attract highly qualified lecturers and have not effectively promoted the university autonomy model. Once it is impossible to compete fairly in academics, the reality of “brain drain” will be a story that “is known - very painful - talked about forever”.

Third, reaching international standards but at the same time affirming one’s own values, balancing “global” with “local”. I believe that these are “bottlenecks” that if not overcome, educational integration will become more of a pressure than an opportunity.

In the context of globalization and the 4.0 industrial revolution, what directions has the Resolution provided to help Vietnam build high-quality human resources to meet national development requirements?

It is easy to see that Resolution 71 has provided important, breakthrough directions for Vietnam to build high-quality human resources in the context of globalization and Industry 4.0.

More specifically, the Resolution orients the development of education in association with science - technology and innovation. Accordingly, education and training should not only stop at "knowledge transfer" but must become the foundation for the national innovation ecosystem. That is, training programs and content need to be directly linked to cutting-edge science and technology fields such as artificial intelligence, renewable energy, automation, etc. to create an elite workforce.

The Politburo also orients international integration and standardization of human resources; standardization of regional and international training systems, and expansion of cooperation with leading universities and research institutes in the world. In addition, instead of focusing on memorization, the Resolution requires innovation in teaching and learning methods towards developing capacity, creative skills, critical thinking, foreign languages, and digital skills. These are core competencies that help learners adapt and participate in the global value chain. In other words, this is an orientation for fundamental innovation in educational methods.

Another important new point is that the Resolution encourages an educational model based on social needs, training goes hand in hand with use. The close connection between educational institutions, businesses and the labor market will help the training program closely follow current practical requirements. This Resolution also affirms the need for a specific mechanism to discover, nurture and promote talents. I think this is a key point because qualified human resources often tend to move, if there are no attractive enough policies, it will be difficult to retain elite resources. It is also worth mentioning that the Resolution also requires the education system to ensure fair access, "no one is left behind".

In other words, the spirit of the Resolution is to build quality human resources based on four foundations: International integration - training standardization; linking with science - technology and innovation; developing comprehensive capacity for learners; and policies and mechanisms for talent development.

To educate at regional and international level

To turn political determination into concrete actions, to help Vietnamese education reach international standards, what immediate steps should the education sector prioritize to realize the goals of Resolution 71?

In my opinion, the education sector needs to focus on a number of priority steps. First, standardize and improve the quality of teachers and education managers; gradually standardize the management team according to international standards, especially at the university level, to ensure governance capacity, autonomy and integration.

At the same time, promote digital transformation in education, apply artificial intelligence and big data to learning management and quality assessment. This should be considered as the foundation for Vietnamese education to shorten the gap with the world. In addition, it is necessary to prioritize a number of key training areas, such as information technology, artificial intelligence, automation, etc. Key universities need to become training and research centers on par with the region.

In addition, it is necessary to promote selective international cooperation and develop policies to attract international lecturers and scientists to teach and research in Vietnam. For training programs, it is necessary to strengthen the connection between education and businesses and the labor market. To realize this soon, it is necessary to issue a coordination mechanism between universities - businesses - the State in human resource training. Accordingly, it is necessary to create conditions for businesses to deeply participate in the process of designing programs, evaluating output standards, providing internship and recruitment opportunities.

Finally, perfect and seriously implement the mechanism for discovering and promoting talents. Absolutely avoid the situation of "big thunder - small rain" in the style of building a "sounds good" but half-hearted and incompletely applied incentive policy.

How do you expect this Resolution to change learners, teachers and society in the next 5-10 years?

If implemented vigorously, I believe Resolution 71 will create an important foundation for Vietnamese education to reach regional and international standards. In the immediate future, in the next 5-10 years, learners will have access to training programs and methods according to regional and international standards, thereby being able to compete equally in the global labor market.

In addition, instead of focusing on academic knowledge, learners will be trained in digital skills, foreign languages, critical thinking, creativity and entrepreneurship. Digital transformation and the creation of an open learning ecosystem will open up opportunities for lifelong learning. More importantly, when education is more closely linked to businesses, learners will reduce the risk of unemployment after graduation.

As for the teaching staff and management staff, they will be professionalized according to international standards because they must meet new standards for professional competence, foreign languages, digital skills and “new pedagogical skills”. The team of teachers and lecturers will gradually shift their roles and positions; from “knowledge transmitters” according to the old model, to becoming guides, accompanying learners to explore knowledge.

Another issue that is very “hot” in forums is the income and salary for teachers. As the benefits increase, the position is also proportional. However, to achieve that, each teacher will have to find their own solution to the problem of self-study, self-innovation, adaptation to technology and new teaching methods.

On the social level, when the quality of human resources is improved, society will possess a high-quality workforce, capable of participating in the knowledge-based economy and cutting-edge technology. Vietnamese human resources will be more competitive, meeting international requirements and global value chains. The problem of employment for graduates will be resolved, strengthening society's trust in education.

At this time, public opinion will see education as a driving force for national development. Most importantly, Vietnam will form a culture of lifelong learning, acquiring and updating knowledge and skills will become a regular need of citizens. In short, it will be the model of "active learners - professional teachers - learning society" that I hope Resolution 71 will create in the next 5-10 years; laying a solid foundation for Vietnam to rise up.

On August 22, General Secretary To Lam signed and issued the Politburo Resolution on breakthroughs in education and training development (Resolution No. 71-NQ/TW). The tasks and solutions of Resolution No. 71 are as follows:

1. Raising awareness, innovating thinking and action, determining strong political determination to make breakthroughs in education and training development

2. Strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development.

3. Strengthen comprehensive education of morality, intelligence, physical fitness and aesthetics, forming a system of values ​​for Vietnamese people in the new era.

4. Comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training

5. Focus on building a team of teachers, standard school facilities, improving the quality of preschool and general education

6. Reform and modernize vocational education, create breakthroughs in developing human resources with high vocational skills

7. Modernize and upgrade university education, create breakthroughs in developing highly qualified human resources and talents, and lead research and innovation.

8. Promote deep international cooperation and integration in education and training
