Recognizing the high demand from students, in 2016 the school requested permission to open two classes at Hoa Bac High School in Hoa Ninh. Continuing in 2017, the school implemented general education programs in collaboration with the No. 1 Continuing Education Center. Organizing teaching at our high school also faced many difficulties, from facilities to teachers. However, the school staff and students worked together to overcome these challenges. In the 2024-2025 school year, the school achieved a graduation rate of over 80% for its students.

The current difficulty, in our opinion, is that the simultaneous training in both general education and vocational skills places immense academic pressure on students, yet parents still want their children to have a high school diploma. Therefore, it is necessary to continue streamlining the curriculum and applying technology to ease the burden on students.

Parents also face difficulties, worrying about their children having to travel far to vocational schools, and therefore prefer their children to study near home. Therefore, it's necessary to develop a model that combines continuing education, vocational training, and high school education right at the school to provide students with the opportunity to learn. However, the question remains how to organize classes appropriately. In our opinion, schools should focus on theoretical training through affiliated institutions, teach skills during the summer at the school, or provide on-site training; the school should also coordinate online learning and utilize an online training system.

In 2020, the Ministry of Education and Training issued Official Letter No. 2857 providing guidance on organizing the teaching of continuing education programs at the high school level combined with vocational training at continuing education institutions. This policy creates conditions for vocational education institutions to teach continuing education programs at the high school level, facilitating students graduating from junior high school to pursue vocational training combined with general education according to the 9+ program, effectively implementing Directive No. 10 on student streaming of the Party and Government.

Accordingly, in areas without Continuing Education Centers, high schools are permitted to offer continuing education. Parents generally want their children to graduate from high school, so combining high school education with continuing education meets the needs of parents and students.

The Department of Education and Training has issued documents and promptly implemented directives to help ensure the effective implementation of the continuing education program. From training and professional development for teachers and education administrators to the use of textbooks, initial assessments show certain effectiveness in maintaining the learning process and ensuring equity in education.

Despite achieving many positive results, the implementation of the continuing education program at the high school level still faces many difficulties. Firstly, the quality of incoming students is low compared to that of the general education program. Furthermore, students are simultaneously studying vocational training and continuing education at the high school level, leading to a high dropout rate due to inability to keep up with the curriculum. The facilities and equipment for teaching and learning at the Continuing Education Centers have not received adequate investment, resulting in a shortage of scale, number, and quality. Another difficulty is the significant shortage of teaching staff at the centers.

We hope that vocational education institutions with students enrolled in continuing education programs at the high school level will invest in minimum teaching facilities to ensure effective teaching. At the same time, we aim to identify and guide students towards vocational secondary education combined with continuing education programs at the high school level, and vocational secondary education only, in order to gradually improve the annual high school graduation rate; and to further improve student recruitment and career guidance, paying attention to the abilities and aspirations of students applying for continuing education programs at the high school level.

Based on the practical experience of student placement after graduating from lower secondary school and the development trend of a learning society, the center hopes to receive attention and investment in facilities to meet the teaching and learning needs according to the 2018 General Education Program.

Students enrolled in the Continuing Education program at the high school level are exempt from tuition fees.

The government has issued Decree No. 238 dated September 3, 2025, regulating policies on tuition fees, exemptions, reductions, and support for tuition fees, support for learning costs, and service prices in the field of education and training.

The decree stipulates 14 categories of individuals eligible for tuition fee exemption, including preschool children, primary and secondary school students, and learners in general education programs (students enrolled in continuing education programs at the lower secondary level and students enrolled in continuing education programs at the upper secondary level) in public educational institutions within the national education system; and students with disabilities in vocational and higher education institutions...
