In the context of the impressive growth of bilateral trade turnover, the Conference "Connecting Vietnam-Cambodia manufacturing and logistics enterprises" held on September 13 in Tay Ninh became an important forum to discuss solutions to remove bottlenecks, maximize cooperation potential and shape the future of sustainable connectivity.

The event, held within the framework of the Human Resources Training Program for Border Trade Infrastructure Management and Development, clarified the overall picture of opportunities and challenges from the perspectives of both state management agencies and directly operating enterprises.

Speaking at the Conference, the leader of the Department of Industry and Trade of Tay Ninh highlighted the province's strategic "gateway" role with a border of nearly 369 km bordering three provinces of Cambodia and a system of 21 border gates. Impressive figures on trade turnover in the first 7 months of 2025 have demonstrated the region's resilience: Total import-export turnover reached over 2 billion USD, up 17% over the same period, of which cross-border import-export activities alone reached nearly 3.83 billion USD.

Export items are mainly processed industrial goods such as textiles, footwear, machinery and equipment, while imports are mainly raw materials for these industries and agricultural products such as cashew nuts and rubber.

This complementarity shows a close economic link, where Vietnam is both a consumer market and a supplier of raw materials and processed goods to Cambodia.

However, great potential comes with significant challenges. Participants pointed out that logistics infrastructure and border trade are still “bottlenecks” that need to be resolved. The congestion of goods at border gates, the unsynchronized warehouse system, logistics centers and the lack of multimodal connectivity are major barriers to supply chain optimization.

To address this issue, Tay Ninh province has set out a vision for 2030 with the orientation of strongly developing key border economic zones such as Moc Bai (planned area of 21,284 ha) and Xa Mat (planned area of 34,890 ha), while planning 14 logistics centers with a total area of 1,288 ha. The focus is on developing “green logistics” and “e-logistics” to reduce costs, optimize the supply chain and protect the environment.

Logistics enterprises such as Logsun Global Logistics also shared practical experiences on the opportunities and challenges in developing export support services, emphasizing the need to apply technology and standardize processes.

The analysis at the Conference pointed out that the synchronous development of the legal framework and infrastructure investment is the key. The system of fundamental legal documents such as Decision 259/QD-TTg of the Prime Minister on the development of border trade infrastructure, Border Trade Agreements with Cambodia (2022), Laos (2015) and bilateral Memorandums of Understanding have created a fairly complete corridor. The current challenge is to effectively implement these documents in practice, ensuring synchronization and minimizing overlaps.

The discussion with the participation of enterprises such as Tu Son Supermarket System, Green and Green Agriculture Company, D&T Express Port... brought the most realistic perspectives. Opinions focused on the following issues: difficulties in administrative procedures at border gates, the need to develop distribution systems in border areas, the problem of connecting agricultural product consumption and experience in port development in the logistics chain. This shows that the connection between production, distribution and logistics enterprises is an important link to create a complete value chain.

To realize the goals, the Department of Industry and Trade of Tay Ninh has made specific recommendations to the Ministry of Industry and Trade: 1. Add Long An International Port to the List of ports in the Vietnam-Cambodia Waterway Consultation, opening up an effective multimodal transport route; 2. Coordinate to review and upgrade the main My Quy Tay border gate into an international border gate, improving customs clearance capacity; 3. Review border markets to propose investment in infrastructure development, better serving the trading needs of residents on both sides of the border.

The conference ended with a common vision: Turning border trade and logistics into a new growth engine, building Tay Ninh in particular and border provinces in general into a dynamic, modern economic hub, acting as an important trade bridge between Vietnam and Cambodia and the entire ASEAN region. The success of the conference did not stop at the exchanges, but also lay in specific business connections, promising to open a new chapter for bilateral economic cooperation, sustainable and mutually beneficial.
