Not only that, the AU must also build a broad consensus and effective cooperation to respond to the three challenges facing the continent: the chaotic security and social situation, civil wars in some member states, and the impact of the new US administration's foreign policy decisions. This is also a continent facing difficulties due to the increasingly fierce competition for influence among external partners.

These three challenges do not arise separately, but interact with each other and make the AU more difficult and awkward. At this year's summit, the election of new leadership personnel for the AU was not difficult or complicated. It was also easy to achieve consensus among members on strengthening unity of views and coordination of actions among members as well as on improving the practical effectiveness of the AU's institutions and mechanisms.

But the biggest weakness of the AU has always been the capacity to successfully implement great plans. The tragicomedy of the AU is that the position of the AU and of Africa has continued to improve in recent years, but the capacity and potential to develop and to become a true partner on par with external partners in creating and operating cooperative relations in all fields are still not enough and still not commensurate. The limitation in the results of this year's AU summit is that there is still no strategy to help the AU escape from the situation where its capacity is not yet fully implemented.
