Implementing the Project to eliminate temporary and dilapidated houses in the 2021 - 2025 period, the Provincial Police Department was assigned to support the elimination of temporary and dilapidated houses for 1,780 poor households in the province. Identifying this as a major policy with profound humanitarian significance, the Provincial Police Department's leaders were determined and resolute in directing units to implement it, requiring the entire force to be the core and main force in the implementation. The Provincial Police Department has implemented the "2,000 VND House" Movement by launching and calling on all officers, soldiers, and employees of the Provincial Police Department to implement the "2,000 VND House" movement (mobilizing officers, soldiers, and employees of the Public Security Department to save 2,000 VND per day) to set aside a budget to support the construction of houses for poor households. The units of the Provincial Police have also proactively carried out their tasks, mobilized and mobilized charitable organizations and individuals to support funding to build houses for poor households. Up to now, the Provincial Police force has called for, received and allocated over 70 billion VND from businesses and philanthropists to support poor households, policy families, and ethnic minorities in difficult circumstances to build and repair houses. Mr. Dang Van Thanh, Lung Luong village, Hong Quang commune (Lam Binh) was supported by the Provincial Police and THALLO Distribution Joint Stock Company with 100 million VND to help his family have more resources to build a new house. Mr. Thanh said: After more than 1 month of construction, his family's 75 m2 level 4 house was completed and put into use, meeting their living needs, creating motivation for his family to work with peace of mind, develop the economy and escape poverty. Being supported to build a charity house has motivated his family to strive harder in life."
The house of Ms. Du Thi Phui, An Khang village, Tan An commune (Chiem Hoa) was built and put into use in April 2025.
In Chiem Hoa district, by the end of May 2025, the construction of 1,906 houses had been completed as planned. To achieve that result, the Steering Committee for Eliminating Temporary and Dilapidated Houses in the district has regularly followed up with the grassroots, agencies, units, communes and towns to promote propaganda to create a change in awareness from cadres, civil servants, soldiers of the armed forces to all classes of people in the district, with a united determination to strive to complete the set plan. Party Secretary Quan Anh Hien, Trung Ha commune, said that village and commune cadres directly guided people to choose the start date, connect with construction teams, and choose suitable materials to save costs while still ensuring the quality of the project. Commune cadres and civil servants went down to the households to supervise at least twice a week to urge progress, provide technical support and remove arising difficulties. Many households in particularly difficult circumstances were also assisted by officials to advance money to buy materials and negotiate reasonable prices with construction material stores inside and outside the commune. Organizations, armed forces and local people also participated in supporting labor, helping households complete their houses on schedule.
Spreading the spirit of charity in the community
Responding to the movement "Join hands to eliminate temporary and dilapidated houses", a series of enterprises, social organizations and philanthropists inside and outside the province have actively participated in both material and spiritual terms. Up to now, the whole province has mobilized more than 393 billion VND to support the elimination of temporary and dilapidated houses from organizations, individuals and typical units such as: Viettel Tuyen Quang supported 36 billion VND; Hai Phong City supported Tuyen Quang 7 billion VND; Hung Hoa Diocese supported 1.5 billion VND...
In the communes, cadres and civil servants of the Commune People's Committee surveyed and provided guidance to help households renovate and repair their houses, assigned the Land and Construction civil servants to make detailed estimates for extremely disadvantaged households and assigned the construction team to implement according to the estimates. The mass organizations of the district, commune and village were in charge of supporting extremely disadvantaged households such as: supporting working days, taking the lead in receiving construction materials, making advances to workers, etc. Ms. Pham Thi Thuy Thoa, Head of An Thinh Village, Phuc Thinh Commune (Chiem Hoa) proactively helped with paperwork and procedures, directly advanced money to buy materials, and mobilized villagers to support working days to build houses for disadvantaged households in the village. Almost every day, Ms. Thoa was present at the houses under construction. Ms. Thoa shared: Helping people have a warm and safe house is not only a responsibility but also a heart for those who still have difficulties in life.
New, spacious houses have replaced dilapidated ones. For many households, it is not only a safe place to live, but also a new beginning for the journey to escape poverty. Ms. Trieu Thi Mai, Xit Xa village, Minh Khuong commune (Ham Yen), emotionally said: “In the past, I was worried about rain and afraid of wind. Now I can sleep peacefully in a sturdy house. My family is very grateful.”
In addition to financial contributions, thousands of youth union members and armed forces officers and soldiers have also directly participated in the transportation of materials, construction and completion of houses. Images of young soldiers transporting bags of cement, union members enthusiastically painting walls, roofing houses, etc., these familiar images have become beautiful symbols in the hearts of the people. Comrade Le Quang Toan, Vice Chairman of Yen Son District People's Committee, said: The district People's Committee has directed the communes to promptly complete procedures and start construction before April 30. In addition, the district, in coordination with Regiment 148, has sent hundreds of officers and soldiers to support people from cleaning, digging foundations to construction. Thanks to that support, the whole district has started construction of 1,811 houses before April 30.
Lessons learned
The program to eliminate temporary and dilapidated houses in the province has recently achieved important results, thanks to the synchronous and drastic participation of the entire political system. The program implementation process has brought many valuable lessons, contributing to the orientation for the next phase.
Under the close direction of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Tuyen Quang Province, the work of eliminating temporary and dilapidated houses has been carried out resolutely from the provincial to the village level. Every week, the Steering Committee's Working Group regularly updates progress, reports on difficulties and obstacles, and shares good models and creative ways of doing things for timely removal and adjustment. Inspection and supervision work has been strengthened to ensure support for the right people and on schedule.
One of the highlights of the program is its ability to effectively mobilize many social resources. Not only relying on the state budget, the program also receives support from organizations, businesses, and charitable individuals. Integrating the temporary housing elimination program with the new rural construction movement has created a strong ripple effect, promoting the combined strength of the whole society. People are not only recipients of support but also become active participants in the program. Many households have contributed labor and materials, and built on their own, demonstrating a spirit of initiative, responsibility, and self-reliance.
Propaganda work was also promoted from the grassroots, promptly reflecting good models and typical examples in the work of eliminating temporary and dilapidated houses such as: Agencies, units, organizations and individuals supporting the elimination of temporary and dilapidated houses; people donating land to build houses, Party cell secretaries and village chiefs acting as contractors, advancing wages to workers... These stories were widely spread by press and television agencies, contributing to raising public awareness of the humane significance of the program.
Ms. Tang Thi Duong, Permanent Vice President of the Provincial Vietnam Fatherland Front Committee, said: With a sense of responsibility and always looking towards the poor, the movements to support and help the disadvantaged in the province are increasingly effective. The Fatherland Front from the province to the grassroots has played a good role in connecting, spreading the spirit of solidarity, contributing to mobilizing resources, joining hands to eliminate temporary and dilapidated houses.
The program to eliminate temporary and dilapidated houses not only brings new houses, but also lights the fire of humanity and solidarity in the community. Each completed house is a beautiful story of love, the result of the synchronous participation, consensus and sharing spirit of the whole society.
