Reaching the finish line thanks to strong determination.

- Thanks to the decisive involvement of the entire political system and the spirit of solidarity and sharing from the community, the whole province completed the construction of temporary and dilapidated houses before June 30th, exceeding the set plan. Of these, 5,694 houses have been completed and put into use, and 1,214 houses are currently under construction.

Working together for a warm and loving home.

Implementing the Project to Eliminate Temporary and Dilapidated Houses, giai đoạn 2021 - 2025, the Provincial Police Department was assigned the task of supporting the elimination of temporary and dilapidated houses for 1,780 poor households in the province. Recognizing this as a major policy with profound humanitarian significance, the Provincial Police leadership resolutely directed units to implement it, requiring the entire force to be the core and leading force in its execution. The Provincial Police Department launched the "2,000 VND House" movement by encouraging all officers, soldiers, and employees of the Provincial Police to participate (mobilizing officers, soldiers, and employees of the Police force to save 2,000 VND each day) to allocate funds to support the construction of houses for poor households. The provincial police units have also proactively mobilized charitable organizations and individuals through their duties and working relationships to support the construction of houses for poor households. To date, the provincial police force has called for, received, and distributed over 70 billion VND from businesses and philanthropists to support poor households, policy beneficiary families, and ethnic minorities in difficult circumstances to build and repair houses. Mr. Dang Van Thanh, from Lung Luong village, Hong Quang commune (Lam Binh district), received 100 million VND in support from the provincial police and THALLO Distribution Joint Stock Company, helping his family build a new house. Mr. Thanh said: After more than a month of construction, his family's 75 m2 single-story house has been completed and put into use, meeting their living needs and creating motivation for the family to work and develop economically to escape poverty. "Receiving support to build a charitable house has motivated his family to strive harder in life."

The house of Ms. Du Thi Phui, An Khang village, Tan An commune (Chiem Hoa district) was built and put into use in April 2025.

In Chiêm Hóa district, by the end of May 2025, the construction of 1,906 houses had been completed as planned. To achieve this result, the District Steering Committee for Eliminating Temporary and Dilapidated Houses regularly monitored the situation at the grassroots level. Agencies, units, and communes and towns intensified propaganda efforts to create a shift in awareness among officials, civil servants, armed forces personnel, and all levels of the population in the district, all working together with determination to complete the set plan. According to Quan Anh Hiển, Party Secretary of Trung Hà commune, village and commune officials directly guided people on choosing auspicious dates for construction, connecting with contractors, and selecting suitable materials to save costs while ensuring the quality of the projects. Commune officials visited households at least twice a week to supervise progress, provide technical support, and resolve any arising difficulties. Many households facing particularly difficult circumstances also received advance payments from officials to purchase building materials, negotiating reasonable prices with construction material stores both within and outside the commune. Organizations, armed forces, and local people also contributed labor, helping households complete their houses on schedule.

Spreading the spirit of compassion in the community.

Responding to the "Joining Hands to Eliminate Temporary and Dilapidated Houses" movement, numerous businesses, social organizations, and philanthropists inside and outside the province have actively participated both materially and spiritually. To date, the entire province has mobilized more than 393 billion VND to support the elimination of temporary and dilapidated houses from exemplary organizations, individuals, and units such as: Viettel Tuyen Quang contributing 36 billion VND; Hai Phong City contributing 7 billion VND to Tuyen Quang; Hung Hoa Diocese contributing 1.5 billion VND…

In the communes, officials and civil servants of the People's Committee of the commune survey and provide guidance to households on renovating and repairing their houses. They assign land and construction officials to prepare detailed cost estimates for particularly disadvantaged households and instruct construction teams to execute the work according to the estimates. District, commune, and village organizations are responsible for supporting these households, such as providing labor, taking the lead in receiving construction materials, and advancing wages to workers. Ms. Pham Thi Thuy Thoa, Head of An Thinh village, Phuc Thinh commune (Chiem Hoa district), proactively assisted with paperwork and procedures, directly advanced money to purchase materials, and mobilized villagers to contribute labor to build houses for disadvantaged households in the village. Ms. Thoa is present at the construction sites almost every day. She shared: "Helping people have a warm and safe home is not only a responsibility but also an expression of compassion for those facing difficulties in life."

New, sturdy houses have replaced the dilapidated ones. For many families, this is not only a safe place to live, but also a new beginning on their journey to escape poverty. Ms. Trieu Thi Mai, from Xit Xa village, Minh Khuong commune (Ham Yen district), emotionally said: “Before, we worried about the rain and were afraid of the wind. Now we can sleep peacefully in our sturdy house. My family is very grateful.”

Besides financial contributions, thousands of youth union members and armed forces personnel directly participated in transporting materials, constructing, and completing houses. Images of young soldiers carrying bags of cement, youth union members enthusiastically painting walls and roofing houses – these familiar images have become beautiful symbols in the hearts of the people. Mr. Le Quang Toan, Vice Chairman of the Yen Son District People's Committee, said: The District People's Committee has directed communes to urgently complete procedures and start construction before April 30th. In addition, the district, in coordination with Regiment 148, has sent hundreds of officers and soldiers to support the people from clearing debris and digging foundations to construction. Thanks to this support, the entire district started construction on 1,811 houses before April 30th.

Lessons learned

The program to eliminate temporary and dilapidated houses in the province has achieved significant results in recent times, thanks to the synchronized and decisive involvement of the entire political system. The implementation process has yielded many valuable lessons, contributing to the direction for the next phase.

Under the close guidance of the Steering Committee for the Elimination of Temporary and Dilapidated Houses in Tuyen Quang Province, the work of eliminating temporary and dilapidated houses has been carried out decisively from the provincial level to the village level. Weekly, the Steering Committee's support team regularly updates progress, reports on difficulties and obstacles, and shares successful models and innovative approaches to promptly address and adjust issues. Inspection and supervision have been strengthened to ensure that support is provided to the right beneficiaries and on schedule.

One of the program's highlights is its ability to effectively mobilize various social resources. Not only relying on the state budget, the program also receives support from organizations, businesses, and benevolent individuals. Integrating the program to eliminate temporary housing with the new rural development movement has created a strong ripple effect, harnessing the combined strength of the entire society. People are not only recipients of support but also active participants in the program. Many households have contributed labor and materials, and taken the initiative to build, demonstrating a spirit of initiative, responsibility, and self-reliance.

Propaganda efforts have also been intensified at the grassroots level, promptly reflecting good models and exemplary cases in the work of eliminating temporary and dilapidated houses, such as: agencies, units, organizations, and individuals supporting the elimination of temporary and dilapidated houses; people donating land for house construction; Party branch secretaries and village heads acting as contractors and advancing funds for workers... These stories have been widely disseminated by the press and television, contributing to raising community awareness of the humanitarian significance of the program.

Ms. Tang Thi Duong, Permanent Vice Chairwoman of the Vietnam Fatherland Front Committee of the province, said: "With a sense of responsibility and always focusing on the poor, the movements to support and help disadvantaged people in the province are increasingly effective. The Fatherland Front from the provincial to the grassroots level has done a good job of connecting and spreading the spirit of solidarity, contributing to mobilizing resources and working together to eliminate temporary and dilapidated houses."

The program to eliminate temporary and dilapidated houses not only brings new homes but also ignites a flame of compassion and solidarity within the community. Each completed house is a beautiful story of kindness, the result of the concerted efforts, unity, and spirit of sharing of the entire society.
