The investor of Cat Tuong Smart City project (Yen Phong) is speeding up social housing buildings.
To date, Bac Ninh has implemented 56 social housing projects, an increase of 2 projects compared to the end of 2024. The total land area for these projects is up to 192 hectares, expected to provide about 7.4 million square meters of floor space with nearly 78,000 apartments, providing accommodation for more than 230,000 people. Of which, 27 projects have been completed or partially completed, providing 15,365 apartments; 5 projects are under construction, promising an additional 8,860 apartments and 24 projects are in the process of site clearance, preparing for investment and construction, contributing an additional 53,675 apartments in the future.
At the meeting with the Government on June 2, 2025, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong emphasized the province's determination: "Bac Ninh has been mobilizing all resources to complete the target of 10,686 social housing units in 2025, according to the target assigned by the Prime Minister. In the first 6 months of the year, the province completed an additional 5,668 units, reaching 50% of the target. With the drastic participation of the entire political system and the consensus of businesses and people, Bac Ninh believes that it will complete the assigned target. Thereby, ensuring stable housing for workers, contributing to the sustainable development of the province".
Immediately after the project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" was approved by the Prime Minister , Bac Ninh quickly concretized it with practical actions such as: Approving the annual housing development plan, creating a solid foundation for the implementation of the project; establishing a Steering Committee for the management and development of social housing at the provincial level, directly removing difficulties and obstacles for projects; issuing a Plan to implement the Secretariat's Directive on strengthening the Party's leadership in the development of social housing... The Provincial Party Committee established a Steering Committee to remove difficulties and obstacles to promote the development of social housing at the provincial level.
On March 22, the Provincial People's Committee organized a dialogue conference with businesses with the theme "Removing difficulties and obstacles, promoting the development of social housing in the province". Based on the recommendations of investors in the field of social housing development, the Provincial People's Committee assigned the Department of Construction to set up a hotline to answer questions, committed to resolving issues under the province's authority within 24 hours; review the planning of industrial parks, urge investors to deploy the construction of workers' accommodation. Request departments, branches, and localities to coordinate in reviewing and cutting 60% of the time to handle administrative procedures related to social housing, creating the most favorable conditions for investors. State management agencies and investors publicly announce the list of social housing projects that are eligible for business so that people, civil servants, public employees, workers, and laborers can easily access them.
From the beginning of 2025 to now, the whole province has 11 completed or partially completed projects, meeting 5,668 apartments; 5 projects are under construction investment, when completed will meet about 8,860 apartments; 2 new projects are developed, increasing the number of projects carrying out compensation, site clearance and preparing for construction investment to 24 projects, when completed will meet about 53,675 apartments. In the first quarter of 2025, the Provincial People's Committee approved the investment policy of 5 urban area projects with a land fund of 20% for investment in social housing construction, the total social housing land area is 29.7 hectares, meeting about 12,500 apartments. Up to now, the steps are being taken to bid to select investors.
To promote the achieved results, in the coming time, the province will continue to direct and urge the acceleration of the progress of ongoing projects, site clearance for 24 projects that are preparing for investment and construction. An important highlight is the implementation of Resolution No. 201/2025/QH15 of the National Assembly , effective from June 1, 2025 on piloting a number of specific mechanisms and policies for social housing development. This is considered a big "push", helping to accelerate the progress of selecting investors and implementing social housing projects.
With a land fund of 350 hectares arranged in zoning and detailed planning projects for social housing development, expected to provide about 120,000 apartments, along with 23 social housing projects eligible for investment approval (equivalent to about 30,000 apartments), Bac Ninh is creating a solid momentum to complete the social housing targets assigned by the Prime Minister for the period 2021 - 2030, contributing to improving the quality of life for workers and promoting the socio -economic development of the province.
