
Every summer-autumn crop season, Mr. Nguyen Nhu Luyen's family in Hung Trung village, Cam Hung commune, Cam Xuyen district is heartbroken when nearly 4 sao of his family's rice fields cannot produce. According to Mr. Luyen, these rice fields are high and dry land, without irrigation systems, completely dependent on nature. The fields are "dead land", water from Ke Go cannot irrigate, so his family accepts to only grow one rice crop per year.
Mr. Luyen said: "Not being able to produce is a waste because currently many rice varieties have high yields. If we apply machinery, production efficiency will increase and labor will be reduced. If there is a complete irrigation system, the family's 4 sao of rice fields will yield about 1 ton of rice."
Cam Hung Commune, Cam Xuyen District has more than 150 hectares of agricultural land in Hung Trung, Hung Thang, Hung Tan, Hung Tien villages that cannot be cultivated. It is worth mentioning that most of these areas are located right next to the N2 water channel system, which belongs to the irrigation system of Ke Go Lake. However, according to the explanation of the industry, water does not flow to these fields because there is no canal system and pumping station. This has left many fields abandoned, to the regret of farmers.

In Nghi Xuan district, according to statistics, in the spring crop of 2025, the whole district produced about 3,000 hectares, but this summer-autumn crop only produced about 600 hectares. The situation of many areas of land that cannot be produced mainly occurs in the communes of Xuan Linh, Cuong Gian, Xuan An town... According to many people, the main reason is that the irrigation system is facing difficulties, so bringing water to the fields is facing many obstacles.
Mr. Bui Duy Tien - Vice Chairman of the People's Committee of Xuan An town, Nghi Xuan district said: "Currently, the locality has about 175 hectares that cannot produce summer-autumn rice. Although the locality has implemented a number of solutions, they are not effective."

Besides the shortcomings in irrigation, due to many different reasons, many households in many localities in Ha Tinh are no longer interested in agricultural production.
Mr. Tran Quyet Thang, Head of Group 11, Xuan An Town, Nghi Xuan District said: “Currently, there are more than 60 households in the area working abroad. And almost all of these families will not cultivate the summer-autumn crop. The income from exporting labor is much larger than from farming, so people are no longer interested in the fields.”

According to statistics from the Department of Agriculture and Environment, in the summer-autumn crop of 2025, the whole province has more than 13,000 hectares out of 60,000 hectares of agricultural land that cannot be produced. Some localities have large areas such as: Nghi Xuan, Duc Tho, Ky Anh district, Cam Xuyen...
“Every inch of land is worth its weight in gold” is a metaphor to express the immense value of land. However, a large area of abandoned agricultural land shows the opposite. In reality, many farmers’ fields have not been used for a long time, not only wasting land, but also affecting food security.
Ms. Nguyen Thi Phuong, Ky Xuan commune, Ky Anh district said: "For a long time, many agricultural areas have not been produced, which makes us very sad. Although we have changed the crop structure, the production process is still very disadvantageous. The erratic weather has affected the growth and development of crops, as well as the productivity and quality of products."

According to Mr. Phan Van Huan - Head of the Cultivation Department, Department of Cultivation and Livestock ( Department of Agriculture and Environment): "Faced with this reality, the unit is directing localities and related units to conduct research and find suitable solutions such as: converting crop structure with areas facing difficulties in rice cultivation; with ineffective areas, gradually applying scientific and technical advances to increase productivity per unit of cultivation. In addition, there are policies to attract businesses to invest in agricultural production".
Early removal of bottlenecks, putting agricultural land into production, and promoting efficiency not only helps avoid wasting land resources but also creates material wealth for society, creates jobs for people, ensures conformity with reality and increases the efficiency of rice land use in the direction of increasing the scale of agricultural land area, associated with re-planning of intra-field traffic and irrigation; towards facilitating the organization of production, applying mechanization in agriculture, linking production and consumption, and increasing income for producers.
