According to Eximbank, this information has affected the psychology of investors and customers, infringed on the rights of bank shareholders. In particular, it has seriously affected the image, brand, and reputation of Eximbank.

However, from noon of the same day (October 24), according to the investigation of reporters and collaborators of Nguoi Lao Dong Newspaper, Eximbank's Board of Directors issued Resolution No. 307/2024/EIB-HĐQT approving the transfer of headquarters from Ho Chi Minh City to Hanoi according to the submission dated September 26, 2024 of the bank's acting General Director Nguyen Hoang Hai.

In addition, the issue of moving Eximbank's headquarters has also been discussed at many previous shareholders' meetings. Therefore, this is official information that has been released by the "owner", widely disseminated, and made public, not in the form of "some documents circulating on social networks, appearing in the press".

Furthermore, in the argument of Acting General Director Nguyen Hoang Hai, it was also stated that Hanoi is the economic, financial and political center of the whole country. This is also the headquarters of many State management agencies, especially the State Bank of Vietnam. Most joint stock commercial banks currently have their headquarters in Hanoi. Therefore, Mr. Hai believes that locating the headquarters in Hanoi will help Eximbank improve its position in Hanoi and the Northern region, helping to balance development between the two regions, towards realizing the strategic goal of becoming the leading bank in Vietnam with a brand covering the whole country.

Not denying the goal of the representative of Eximbank's management, but having the right to be skeptical about the real balance of efficiency for an area where the bank's operating ratio is up to 65%, meaning the attractiveness of the operating area is highly effective - the effect of positioning, maturity and development over nearly 40 years of the brand of the first import-export bank in the Doi Moi period.

In the context of the new national master plan and important resolutions of the Politburo on the development of Ho Chi Minh City and the Southeast, and of the National Assembly on the development of the city according to a special mechanism, it is necessary to take into account the area of influence so that, together with the attraction area, it can create a force line to clear and supplement the internal force in the central development structure (Ho Chi Minh City) with regional linkages (Southeast as the Southern growth pole and the Mekong Delta region to quickly advance to the ASEAN region) - the goal and also the task of the Ho Chi Minh City International Financial Center model that the 13th National Party Congress document has approved.

Not to mention, in the digital economy era, with the features and effectiveness of digital transformation, it is necessary to carefully and thoroughly balance between maintaining the unit's high market share and the risk of moving headquarters, while following the trend, digitalization, including online workspace, is an optimal choice.

After all, the position of a bank is the reputation, stability and efficiency in its operating policies, which are demonstrated through the market power and the internal strength of a professional team, responsible not only for the unit but also towards the development of the common ecosystem.
