In response to concerns from many candidates and parents that the merger of provinces and cities may affect the content of this year's high school graduation exam, especially in the subjects of geography and history, the Ministry of Education and Training affirmed: The adjustment of administrative units does not affect the exam questions.
According to Resolution No. 202/2025/QH15 on administrative unit arrangement recently passed by the National Assembly at the 9th Session, the whole country will have 34 provinces and cities.
However, the high school graduation exam will still take place in 63 provinces and cities as before, corresponding to 63 provincial exam steering committees, fully responsible for organizing the exam in their localities.
Many candidates taking the high school graduation exam this year are wondering whether the content of the exam and answers in some specific subjects such as geography, history, etc. will change according to the new administrative boundaries?
Regarding this content, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministryof Education and Training), affirmed: The high school graduation exam is still within the general education program that candidates have studied. The content related to provinces and cities will remain the same as before the issuance of Resolution No. 202/2025/QH15.
The Ministry of Education and Training plans to provide specific guidance to localities at appropriate times. On the local side, the Ministry recommends trying to complete the review and issuance of high school graduation certificates to candidates in August 2025.
According to plan, this year's high school graduation exam will take place on June 26 and 27. Nearly 1.17 million candidates nationwide have registered to take the exam.
This is the first year that the high school graduation exam is held according to the 2018 general education program. Candidates take 4 subjects, including 2 compulsory subjects (literature, math) and 2 elective subjects from the subjects studied in grade 12.
