At the July press conference of the Ministry of Science and Technology on the afternoon of August 5, Mr. Tran Hau Ngoc, Vice Chairman of the National Committee for Standards, Metrology and Quality, said that the Ministry has studied international standards, surveyed production, assembly, import, trading and testing units in the three regions of the North, Central and South to develop a draft national technical regulation on electric vehicle charging stations.
Regulations and standards are regulations on quality and technique. In which, standards are voluntary recommendations for application, while regulations are mandatory to be applied according to legal regulations.

According to Mr. Ngoc, after collecting opinions from ministries, localities, businesses and notifying the World Trade Organization (WTO), the Ministry has compiled contributions and completed the draft, moving towards promulgation.
Previously, the Ministry announced 23 Vietnamese standards (TCVN) related to electric vehicle charging stations. "The equivalent international standards of the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC) and the regulations of the European Commission (EC/ECE/EU)," said Mr. Ngoc.
These include 8 standards for charging station systems, general requirements, electronic compatibility, communication between charging stations and electric vehicles, safety requirements for charging station installation systems, switching units and voltage reduction control of charging areas. In addition, there are 3 standards for electric vehicle charging cables, 7 standards for switching units, charging station plugs and sockets, and 5 standards for electrical measuring equipment.

To develop standards for electric vehicle charging stations, the Ministry of Science and Technology has established Technical Committee TCVN/TC22 Road vehicles, Technical Committee TCVN/TC/E17 Technical design of electrical systems in construction works and Technical Committee TCVN/TC/E16 Energy transmission system for electric vehicles.
These committees are established and operate according to the model of the International Organization for Standardization (ISO), complying with international principles and practices in standard development. Committee members include people with expertise and experience in the field of charging stations and electric vehicles, from management agencies, domestic and foreign enterprises, associations, universities, experts, etc.
During a working session with the National Committee for Standards, Metrology and Quality after the formation of the new Ministry of Science and Technology in March, Minister Nguyen Manh Hung shared some orientations and viewpoints, considering standards not only as a technical framework but also as a tool to orient the development of technology, products and markets.
He likened standards to guiding tools. "A country must use standards to get there. Standards are the 'peak', the thing to move towards, and need to be based on international standards to issue. Meanwhile, regulations are the 'floor', and need to be built based on Vietnamese reality," he said.
