Attending the ceremony were Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; leaders and former leaders of the Party and State, leaders of central ministries and branches, Hanoi city and some neighboring localities , as well as representatives of revolutionary veterans, heroic Vietnamese mothers, veterans, scientists, intellectuals, religious dignitaries, artists, businessmen, athletes, youth, and outstanding students nationally.
