Attending the ceremony were Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; leaders and former leaders of the Party and State, leaders of central ministries and branches, Hanoi city and some neighboring localities, as well as representatives of revolutionary veterans, heroic Vietnamese mothers, veterans, scientists , intellectuals, religious dignitaries, artists, businessmen, athletes, youth, and outstanding students nationwide.
