Mr. Tran Minh Ngoc, Deputy Director of the Department of Traditional Medicine Management ( Ministry of Health ), said that Vietnam is considered to have many diverse, rich and rare herbal resources. Vietnam has also participated in the global medicinal herbs supply market with strong medicinal herbs such as: cinnamon, star anise, cardamom, turmeric, sophora japonica, and blood-stemming vine...

According to forecasts by international organizations and units, by 2030 the global medicinal herbs market will reach 400 billion USD.

According to Mr. Ngoc, in the current context, to participate in the global herbal market, Vietnam needs to invest in science and technology, varieties, capital, develop large-scale medicinal herb growing areas, and comply with the standards and regulations of importing countries.

Accordingly, it is necessary to develop products from medicinal herbs of organic origin associated with traceability of the origin of medicinal herbs. In addition, there must be a large enough scale to meet the production requirements of multinational corporations in the world, as well as comply with the standards and regulations of developed countries for medicinal herbs; organic certifications as required, safety according to the instructions of the World Health Organization.

In addition, it is important to control pesticide residues according to the requirements of organic medicinal production and clean medicinal production. During this time, it is also necessary to promote research to diversify and increase the value chains of medicinal products, including traditional medicine products, medicinal herbs, health products or cosmetics derived from medicinal herbs.

In recent times, the Ministry of Health has had solutions such as gradually building a system to trace the origin of medicinal herbs, to ensure that buyers can trace the origin of specific medicinal herbs.

Along with that is the construction of medicinal herb growing areas that meet GACP standards (good practice in growing and harvesting medicinal herbs as recommended by the World Health Organization). From there, move towards organic medicinal herbs, ensuring standard output according to the requirements of countries, as well as microbial limits and plant protection limits.

Another solution that is also considered is to focus on investing in building concentrated medicinal herb growing areas, large enough to meet the quality standards required by importing countries such as the EU, US, Japan, China, etc.

According to Mr. Tran Minh Ngoc, to promote and participate more deeply in the global pharmaceutical market, supporting businesses in the pharmaceutical sector is essential.

In fact, the Ministry of Health has had activities to support domestic pharmaceutical enterprises to develop, with the application of new and modern technology in preparation, production and distribution.

Specifically, the Ministry of Health has advised the Prime Minister to issue Decision No. 376/QD-TTg dated March 17, 2021 approving the program for developing the pharmaceutical and medicinal materials industry produced domestically by 2030, with a vision to 2045. This includes many specific policies to support pharmaceutical enterprises such as the State prioritizing investment in scientific research, production of high-quality medicinal materials, and development of production of medicinal materials with national brands.

At the same time, many groups of synchronous solutions are proposed on institutional and legal solutions; solutions on investment, improving competitiveness, solutions on science and technology, human resources and training; solutions on controlling the drug and medicinal materials market; solutions on international cooperation and integration; solutions on information and communication.

In addition, the Ministry of Health and the People's Committees of provinces and cities consulted the Prime Minister to issue Decision No. 1719/QD-TTg approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I; from 2021 to 2025, including investment support for the development of precious medicinal herb growing areas.

"This is a priority policy to support businesses to gradually form precious medicinal herb growing areas with a support level from the state budget to invest in this growing area of ​​about 60 billion VND. Businesses investing in these areas will be supported with preferential loans with an interest rate of 3.96%/year for a period of 3 years", said Deputy Director of the Department of Traditional Medicine Management, Tran Minh Ngoc.../.
