On September 29, in China, Minister of Industry and Trade Nguyen Hong Dien and Chinese Minister of Commerce Wang Wen Tao co-chaired the 13th meeting of the Vietnam-China Economic and Trade Cooperation Committee.

Speaking at the meeting, Minister of Trade Vuong Van Dao welcomed and highly appreciated the significance of the working trip to China by Minister Nguyen Hong Dien and the delegation of the Ministry of Industry and Trade and co-chaired the 13th meeting of the Vietnam-China Economic and Trade Cooperation Committee.

This is concrete evidence of the important role of Vietnam-China economic and trade cooperation in each country's economy, especially in the context of Vietnam-China comprehensive cooperation reaching a new height.

On this occasion, Minister Vuong Van Dao proposed that Vietnam strengthen investment and supply chain cooperation; focus on implementing investment cooperation documents and digital economy-green development initiatives agreed upon by the two sides.

Vietnam has policies to support and encourage the development of power projects; cooperate in industrial parks; continue to negotiate and sign MOUs on enhancing economic cooperation in the production and supply chain...

At the same time, Minister Vuong Van Dao also proposed solutions to promote trade cooperation; including negotiating and signing documents on agricultural trade cooperation. At the same time, strengthening e-commerce cooperation, exchanging on standards, assessing the conformity of import and export products; satisfactorily resolving anti-dumping investigations. Regarding multilateral and regional cooperation, it is proposed that the two sides discuss and complete the process of joining free trade agreements (FTAs) of new members...

Minister of Industry and Trade Nguyen Hong Dien emphasized: This meeting is very timely to thoroughly grasp the common perception of the two countries' senior leaders after the visit to China by General Secretary andPresident To Lam in mid-August 2024.

Agreeing with the proposal of Minister Vuong Van Dao, Minister Nguyen Hong Dien affirmed: The two sides need to strengthen investment and supply chain cooperation; in which, priority is given to cooperation in digital economy and green development. Because this is a common trend and one of the driving forces of future development.

Regarding policies to support and encourage the development of electricity projects, Minister Nguyen Hong Dien said that with the rapid development of electric cars, the Vietnamese Government is interested in and has issued a number of mechanisms and policies on the development of electric cars such as preferential policies, support for the production and assembly of electric cars and preferential policies to encourage the use of electric cars such as preferential special consumption tax and preferential registration fees.

Currently, the Ministry of Industry and Trade is developing a Strategy for the development of the Vietnamese automobile industry to 2030, with a vision to 2045; including the development of electric and green energy cars in Vietnam. In the coming time, the Ministry of Industry and Trade will coordinate with ministries and agencies to develop and propose to the Government mechanisms and policies to support and encourage the consumption of electric vehicles.

In particular, Minister Nguyen Hong Dien highly appreciated Minister Vuong Van Dao's proposal on the initiative to promote industrial park cooperation. This is an important content, which the Vietnamese side is also very interested in, with the goal of creating a closer connection and enhancing the complementarity between the two sides' industrial parks.

Regarding the proposal for cooperation in supply chain resilience, the Ministry of Industry and Trade supports businesses from both sides to strengthen cooperation and exchange, aiming to create a tighter supply chain, and jointly respond to the negative impacts of the global economy.

In addition, other proposals from the Chinese side on building a draft MOU of the Chinese Ministry of Commerce on strengthening economic cooperation in the production chain; negotiating and signing MOUs on agricultural products, cooperation on e-commerce... Minister Nguyen Hong Dien expressed his willingness to coordinate with the Chinese side to resolve issues of mutual concern.

Offering new solutions to further promote and strengthen Vietnam-China economic and trade relations, Minister Nguyen Hong Dien proposed that the two sides strengthen cooperation, ensure smooth customs clearance at border gates; coordinate in sorting goods for customs clearance, notify each other in advance of customs clearance information for electromechanical products, agricultural and aquatic products, fruits and other goods, etc.

It is recommended to coordinate the flow of goods in a balanced and effective manner between land border gates. Currently, the volume of import and export goods is still too concentrated in Lang Son province, while the border gates of Quang Ninh, Cao Bang, and Lao Cai have also invested in very good transport infrastructure and wharfs but have not been fully exploited.

Research and implement cooperation models between industrial zones, create closer links, enhance mutual complementarity; improve border gate infrastructure. Currently, the flow of people, vehicles, and goods through border gates between the two countries as well as bilateral trade is growing very strongly. Therefore, both sides need to constantly upgrade and improve border gate infrastructure.

Minister of Industry and Trade Nguyen Hong Dien suggested: The two sides promote the opening of new locations designated for customs supervision of fruits, agricultural products, and food at qualified road and railway border gates. At the same time, speed up the completion of procedures, soon start the construction of the border bridge at Ban Vuoc (Lao Cai) - Ba Sai (Ha Khau); soon organize the Ceremony to announce the upgrading of the Ma Lu Thang (Vietnam) - Kim Thuy Ha (China) border gate pair to international border gates; promote the early implementation of the construction of a multi-purpose bridge in this border gate area.

In recent times, China has opened its market to many agricultural products such as durian, bird's nest, passion fruit, coconut, black jelly... contributing to the increase in bilateral trade turnover. In particular, durian has become a growth point of Vietnam's exports to China (export turnover of 2 billion USD in 2023).

The Minister proposed that China continue to promote the opening of its market for Vietnamese agricultural products, including citrus fruits, avocados, custard apples, rose apples, and cardamom, and promptly complete the signing of a Protocol on quarantine requirements for some fruits that have been traditionally exported. At the same time, the Chinese Ministry of Commerce urged the Chinese Ministry of Agriculture and Rural Affairs to consider removing spiny lobsters from the list of prohibited hunting, transportation, and trading in China.

Minister Nguyen Hong Dien proposed to jointly direct and orient relevant agencies of both sides to increase information dissemination, guide businesses to take advantage of the Vietnam-China railway container transport route; study new models to implement the Cross-border Economic Cooperation Zone; and promote the establishment of the Vietnam Trade Promotion Office in China.

Mr. Do Quoc Hung, Director of the Asia-Africa Market Department (Ministry of Industry and Trade), proposed that the two Ministers direct, guide and encourage the border localities of the two countries to complete the construction of border gate infrastructure, improve the efficiency of customs clearance of goods, ensure a smooth supply chain and promote the utilization of the Vietnam-China railway container transport route.

At the same time, direct the two sides to continue studying new models to implement the construction of the Vietnam-China Cross-Border Economic Cooperation Zone. In particular, implement extensive cooperation in the field of e-commerce and promote cooperation in the field of consumer rights protection. Discuss the Memorandum of Understanding on strengthening cooperation in the field of agricultural trade and the draft Memorandum of Understanding on Strengthening economic cooperation in production chains and supply chains.

Responding to the proposal from Vietnam, Minister of Trade Vuong Van Dao highly appreciated the Vietnamese Ministry of Industry and Trade for building a cooperation mechanism with Chinese provinces and cities and affirmed that he would support the Ministry of Industry and Trade in building cooperative relationships with localities with economic strengths as well as promoting relations between localities of the two countries.

Minister Vuong Van Dao affirmed: Over the past years, the two Ministers have made efforts to promote and have creative measures to remove difficulties and boost agricultural product consumption, especially during the COVID-19 period. Therefore, we will continue to promote support for many other Vietnamese export goods to the Chinese market such as citrus, avocado...

Regarding the removal of difficulties for lobster exports, Minister Vuong Van Dao said that he and Minister Nguyen Hong Dien had handled the problem during the COVID-19 period and highly appreciated the quality of this product.

At the meeting, the two sides also discussed many issues of mutual concern and reached many consensuses, contributing to increasing mutual understanding and trust. The two Ministers believe that the results and success of the meeting will be an important premise for the two sides to effectively implement the cooperation direction according to the policy of the high-ranking leaders of the two Parties and the two countries of Vietnam and China.

Thereby, contributing to deepening the Vietnam-China comprehensive strategic cooperative partnership, bringing practical benefits to the people of the two countries, while benefiting peace, stability and development of the region and the world.

The results of the meeting will also be reported by both sides to the Prime Ministers of the two countries and prepare results for upcoming important foreign affairs activities of the two Parties and two States./.
