According to the Project “Investing in the construction of at least 1 million apartments and social housing for low-income people and industrial park workers in the period of 2021-2030”, the Prime Minister assigned the target of 38,500 apartments to Vinh Long province by 2030. Currently, the province is implementing many solutions to promote the development of social housing (NƠXH) to meet the essential needs of people, especially low-income people.

Implementing 10 projects, scale of more than 5,600 apartments
According to Mr. Nguyen Van Tien - Deputy Director of the Department of Construction, in 2025, the province was assigned by the Prime Minister to implement 2,415 social housing units. Currently, 10 projects, with a scale of 5,615 units, have been implemented. Of which, 6 projects, with a scale of 2,659 units, have been granted construction permits. "The remaining projects have also been implemented by investors. The Department of Construction is urging investors to urgently complete the procedures as quickly as possible to start construction soon," said Mr. Nguyen Van Tien. To date, the province has completed 1,065 units, reaching about 44% of the target assigned in 2025. From now until the end of the year, the province will urge investors to continue striving to complete projects that have started construction.
According to the Project “Investing in the construction of at least 1 million apartments and social housing for low-income people and industrial park workers in the period of 2021-2030”, the Prime Minister assigned the target of 38,500 apartments to Vinh Long province by 2030. To implement this target, the province's social housing development plan has planned and allocated nearly 345 hectares of land, basically meeting the demand for land fund for social housing development.
Among them, many clean lands with synchronous infrastructure connections belong to the 20% land fund in commercial housing projects; many locations are public land managed by the state and can be ready to call for investors to implement immediately. According to the plan, from now until the end of the year, the province will call for investors to implement at least 4 projects, with a scale of more than 2,200 apartments in these lands.
Mr. Nguyen Van Tien said that due to the arrangement of administrative units and the organization of two-level local government, and the elimination of district-level urban areas, there will be major changes in the orientation of socio-economic development, economic zoning, and reorganization of the urban and rural systems.
Therefore, the demand for social housing in the coming time will certainly change a lot. With the motto of closely following actual needs, avoiding both surplus and shortage, diversifying types of social housing, housing in remote areas, housing for armed forces, education and health as required by the Prime Minister in the Conclusion Notice No. 320 dated June 25, 2025, the Department of Construction will review and determine the needs of the people, of each vulnerable group in society to advise the Provincial People's Committee to adjust the program goals and plans for social housing development in the coming years.
Early establishment of Housing Fund at all levels
In order for the province's social housing development to be achieved according to the set plan, the province is requiring the People's Committees of communes and wards to proactively grasp the needs, review the planning, and arrange enough land funds to call for investment in social housing development in accordance with the spirit of Directive No. 34-CT/TW of the Secretariat on strengthening the Party's leadership in social housing development in the new situation.
In addition, local leaders need to regularly contact and discuss with investors to review progress, grasp the situation, proactively remove difficulties and obstacles to complete the project as planned. "The province is determined to recover and completely handle the backlog of investors who violate progress, not leaving land vacant and wasted" - Mr. Tien emphasized.
According to Mr. Nguyen Van Tien, the current State policy mechanism on social housing has been clarified, the subjects have been expanded, the benefits have been harmonized, and administrative procedures have been reformed and shortened. However, the biggest difficulty for the State is the resources to create clean land funds and support investment. For people and businesses, it is how home buyers can access preferential credit capital, contributing to clearing product output, circulating capital flows, and ensuring effective investment activities according to market mechanisms.
Therefore, the Department of Construction recommends that the Government soon issue regulations on the establishment of Housing Funds at all levels according to Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly, in order to provide more resources to help localities create clean land funds, support investment and carry out social housing development tasks.
In addition, preferential credit sources for social housing are currently mainly accessed through the preferential credit package of VND 120,000 billion, but the interest rate is still high for low-income people. Therefore, it is recommended that the Ministry of Construction coordinate with the State Bank to continue reviewing, researching, and advising the Government to issue more preferential credit packages or subsidize interest rates like the VND 30,000 billion credit package that was effectively implemented before.
Deputy Director of the Department of Construction - Nguyen Van Tien said that after the new administrative apparatus is put into stable operation, the Department of Construction will coordinate with the Department of Finance to advise the Provincial People's Committee to review and balance resources reasonably to arrange investment in at least 100 social housing units using public investment capital according to the planning target set by the Standing Committee of the Vinh Long Provincial Party Committee to serve the social housing needs of officials and civil servants, especially officials and civil servants from the old Ben Tre and Tra Vinh provinces coming to Vinh Long to work. In addition, in July 2025, the Department of Construction will advise and propose to the Provincial People's Committee to draft a number of specific mechanisms of the province such as: supporting funding for the construction of technical infrastructure systems, allocating clean land funds to investors, supporting issues related to procedures for project implementation, etc. to the Provincial People's Council for consideration and promulgation, in order to attract investors to participate in the development of social housing. |
