The environmental landscape of Lung Hoa commune (Vinh Tuong) is bright - green - clean - beautiful.

Implementing the National Target Program on New Rural Construction, in 2018, Lung Hoa commune was recognized by the province as meeting the standards of a new rural commune. Continuing to maintain and improve the quality of new rural criteria, in the period of 2018 - 2024, Lung Hoa commune mobilized more than 273 billion VND to invest in infrastructure construction, focusing on implementing economic development solutions and increasing income for local people.

Implementing the advanced NTM criteria, in terms of planning, Lung Hoa commune is located in the core urban planning area of Vinh Tuong district. The People's Committee of the commune has coordinated with the consulting unit to establish a general urban planning project of Vinh Tuong, which has been approved by the Provincial People's Committee.

Currently, 100% of the traffic routes in the commune have been hardened, in which, inter-district and inter-commune traffic routes and commune main roads all ensure a road surface width of more than 5.5m, with lighting systems, signs, and traffic safety items in accordance with regulations; the area of agricultural land with proactive irrigation reaches more than 95%; 100% of households have safe and stable electricity; the rate of households using clean water from centralized water supply works reaches 66%; 100% of schools meet national standards at level 1 or higher; the commune has a Cultural - Sports Center, 100% of villages have cultural houses, meeting the living needs of the people...

In economic development, the commune promotes restructuring of the agricultural sector, coordinates with units and enterprises in training workers, transferring science and technology to change people's thinking and awareness in production towards improving productivity, product quality and increasing income. Thereby, the commune has formed a high-quality rice production area with a scale of more than 400 hectares; a concentrated pumpkin production area with a growing area code and linking agricultural product consumption with enterprises with a scale of 30 hectares; an aquaculture area with a scale of more than 80 hectares...

In the field of small-scale industry, trade and services, with support mechanisms and policies to encourage production, the whole commune currently has more than 800 households producing and trading services in many fields, including traditional vermicelli and cake making, creating high-quality products that are well received by the market.

With the synchronous implementation of economic development solutions, the average income per capita of Lung Hoa commune in 2024 will reach nearly 73 million VND/year; the rate of people of working age with stable jobs is 80%; the rate of poor households is below 0.4%, near-poor households is below 0.3%...

Along with infrastructure investment and economic development, the commune pays special attention to environmental sanitation and ensures the quality of the living environment. Through propaganda and mobilization, 100% of production, business and livestock households in the commune signed a commitment to protect the environment and voluntarily built wastewater treatment facilities and domestic and production waste in accordance with regulations.

In addition, along with investment in building traffic infrastructure, drainage systems, and trees, the commune has implemented synchronously; mobilized people to coordinate with socio-political organizations to implement models of "5 no, 3 clean", "clean kitchen, clean house, clean alley", especially the model of "Women's group carrying baskets to the market" to contribute to reducing plastic waste, ensuring a bright - green - clean - beautiful residential environment".

Currently, Lung Hoa commune has achieved 18/19 criteria for an advanced new-style rural commune, only the criteria on national defense and security have not met the standards. According to Lung Hoa commune Party Secretary Ta Tat Hung, although the security and order situation in the commune is always strictly managed and controlled, with no serious violations of the law, there are still cases of some residents in the commune violating the law outside the management area. Typically, there are 2 cases of subjects with permanent residence in Lung Hoa commune being prosecuted, temporarily detained, and investigated for violations of the law occurring in Phu Tho province, affecting the efforts of the entire political system and people in the process of implementing the National Target Program on New-style Rural Construction.

Identifying the National Target Program on New Rural Construction as a key and continuous task, Lung Hoa commune continues to maintain and improve the quality of criteria; focus on implementing economic development solutions associated with improving income and living standards for people; mobilize all resources to invest in synchronous infrastructure, creating momentum for socio-economic development; strengthen propaganda and mobilize people to strictly comply with legal regulations, resolutely not let security and order hotspots occur; pay attention to developing education and training, building landscapes and living environments towards building a commune that meets model New Rural standards.
