Policy credit capital contributes to changing the mountainous border area of ​​Nghe An

Implementing socio-economic development programs and plans and building new rural areas, many mountainous border communes of Nghe An have mobilized the participation of the entire political system, focusing resources including policy credit capital to help localities achieve positive results and ensure sustainable social security.

Anh Son Social Policy Bank's transaction points actively help people borrow preferential loans to develop production.

Anh Son used to be an old mountainous, border district in the west of Nghe An province. 20 years ago, this place was extremely difficult, economic production was mainly agricultural, the poverty rate in the whole area was high, nearly 20%. Worried about that situation, local leaders mobilized the participation of the entire political system, concentrated resources and capital, in which focused on preferential credit capital of the State to invest promptly and effectively in the socio-economic development plan and sustainable poverty reduction program.

Director of the Anh Son Social Policy Bank Transaction Office, Mr. Tran Khac Thi shared: The highlight in policy credit activities in this land is that it has always received the attention and direction of the superior bank, the local Party Committee and government, the close coordination of associations and unions assigned to entrust policy loans, from all walks of life in 19 commune-level administrative units previously merged into 6 new communes.

“Thanks to that, preferential credit capital has really been effective, becoming a solid “pillar” and always closely accompanying the hard-working ethnic people with aspirations to escape poverty in the mountainous border communes of Yen Xuan, Nhan Hoa, Anh Son, Anh Son Dong, Vinh Tuong, Thanh Binh Tho”, Mr. Tran Khac Thi affirmed.

The report on the implementation results of the tasks in the first 9 months of 2025 of Anh Son Social Policy Bank clearly shows that it has an operating capital of more than 752 billion VND, with a total outstanding loan balance of more than 750 billion VND, completing 100% of the plan with the number of customers with outstanding loans of more than 9,150 households, the average outstanding loan balance per customer reaching 82.1 million VND.

Credit officers enthusiastically guide people to use loans to develop the economy and improve their lives.

Timely and safe transfer of preferential capital

Preferential capital has been transferred by credit officers of Anh Son Social Policy Bank to the villages, helping people borrow capital conveniently and promptly for production and business. For example, in Hung Son, a mountainous commune with 1/3 of the population being Catholics, newly merged with Nhan Hoa commune, which previously had a high poverty rate. After receiving investment policies from the State, including tens of billions of dong in policy credit capital, Hung Son seems to have put on a new coat.

With preferential capital, many households have converted their crop structure appropriately, "turning barren hills into million-dollar hills", with 600 hectares of clean tea trees, 700 hectares of green acacia trees for paper production, and built many models of family farms and livestock farms. Thanks to that, the average income per capita in 2024 will reach more than 60 million VND; the poverty rate over the years has decreased to only 3.4%, and the whole commune has met the advanced new rural standards.

In Anh Son Dong commune, people also benefited from the new preferential credit policies of the Party and the State. Thanks to that, poor families like Ms. Nguyen Thi Yen's family in village 3 have used preferential loans twice to plant 3 hectares of acacia; develop a herd of breeding pigs and 4 breeding cows, escape poverty, and build a solid flat-roofed house in the middle of the mountainous area. Or Mr. Dinh Van Tuan's family in village 5, the same commune as Ms. Yen, was also able to borrow a large sum of VND 315 million from Anh Son Social Policy Bank for his son Dinh Van Vy to study electrical engineering at Vinh University - Nghe An according to Decision No. 29/TTg/2025 of the Prime Minister.

Many ethnic minority households have escaped poverty thanks to preferential policy capital.

From the typical examples of poverty escape thanks to preferential capital in the two new communes of Nhan Hoa and Anh Son Dong, looking broadly at the vast mountainous area of ​​Nghe An province, the people here have been encouraged by the leaders of the new communes and the dedicated support of the Social Policy Bank to develop production, gradually building a prosperous and bright life.

“It is the credit officers who regularly stay close to the local base, build a network of Savings and Loan Groups in the villages and a system of Commune Transaction Points as a solid bridge that has helped people easily access preferential capital sources. In recent years, the form of "transactions at home" and "debt collection and disbursement at the commune" has also created favorable conditions for people to borrow capital and reduce travel costs," commented Ms. Tran Thi Au, Secretary of the Party Committee of Anh Son Dong Commune.

Proactively maintain capital flow

The operational efficiency of Anh Son Social Policy Bank has been recognized by the Party Committees, authorities and the majority of local people, and is considered a "push" to change the face of the ethnic minority mountainous area in the west of Nghe An province. After 23 years of construction and development, including three months after implementing the 2-level local government model, all policy credit transactions are still taking place urgently and actively. The network of transaction points and transaction schedules are maintained stably with most of the 19 fixed transaction points, of which 4 transaction points are located at the new commune People's Committee headquarters, 8 transaction points are located at the old commune People's Committee headquarters, and the remaining 7 transaction points at the village cultural house hall have all been launched to continue serving the people.

The transaction points of Anh Son Social Policy Bank ensure smooth operations, without interruption of preferential capital flow to people in need of loans.

After more than 3 months of merging and expanding the commune-level administrative units, Anh Son Social Policy Bank has quickly caught up, integrated, maintained and stabilized the flow of policy credit capital. The Bank has continuously promoted and improved the quality of operations of 287 Savings and Loan Groups, proactively coordinated closely with the People's Committees of new communes, socio-political organizations receiving the trust and the police force to ensure the smooth flow of policy credit capital, always ready and proactively serving the people more and more effectively and efficiently.
