Dienbien.gov.vn - On the morning of August 27, comrade Tran Quoc Cuong - Secretary of the Provincial Party Committee chaired a conference to listen to the Party Committee of the Provincial People's Committee report on the progress of the implementation of the projects: Construction of the Memorial House of President Ho Chi Minh, investment in additional construction items at the E2 Hill Relic; Project to preserve and restore the Him Lam Resistance Center Relic (Phase II) and preparation work for the Scientific Workshop on the Tran Temple Relic at the A1 Hill Relic. Attending the conference were comrades: Mua A Son - Standing Deputy Secretary of the Provincial Party Committee; Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Giang Thi Hoa - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council.

The project to build a memorial house for President Ho Chi Minh and invest in additional construction items at Hill E2 Relic has a total investment of 35 billion VND, implemented from the support capital of Ho Chi Minh City, in 2 years 2024 - 2025, implemented by the Department of Culture, Sports and Tourism of the province. Currently, the project dossier is in the stage of waiting for opinions from ministries, branches, central agencies and waiting for the consensus of the Government on the project investment content, as a basis for implementing the next steps according to regulations.
The Him Lam Resistance Center Relic Conservation and Restoration Project (Phase II) has a total investment of VND 91,000 billion from the Central and Local Budgets, invested by the Provincial Project Management Board (PMU) of civil and industrial works. To implement the next step of the project, the Provincial People's Committee has directed the PMU to prepare a Feasibility Study Report on project construction investment to seek the opinion of the Art Council on the overall basic design documents; construction location of the Him Lam Victory relief and construction locations of project items and landscapes at the second meeting on June 5, 2024.
However, this is a project that must seek the opinion of the Ministry of Culture, Sports and Tourism , and organize to collect opinions from agencies and individuals. On the other hand, the transitional project has been implemented since 2006 and inherited some contents approved in the previous phase, along with incomplete record keeping, which has somewhat affected the progress of project implementation.

Regarding the preparation for the organization of a scientific workshop to report the results of collecting documents related to the Temple of Saint Tran at Hill A1. Based on the results of searching, collecting information, documents, and materials, 6 photos were collected, some information related to the characters, events in the photos and some documents related to the Temple of "Saint Tran" at the relic of Hill A1 was found. It was initially confirmed that before the construction of the Dien Bien Phu stronghold at the relic of Hill A1, there was a Temple of "Saint Tran", at the location of the truncated banyan tree built by local people.
Comrade Le Thanh Do - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave his opinion at the conference.
In the coming time, the Provincial People's Committee will directly invite researchers and submit articles to participate in the Conference, creating high consensus in the restoration of Tran Temple at the A1 Hill relic and preparing contents related to the organization of the Conference. At the same time, the Provincial People's Committee Party Committee will lead the Provincial People's Committee to direct the Department of Finance to advise on additional funding for relevant agencies and units to organize the Conference.
Representatives of the provincial Civil and Industrial Project Management Board raised difficulties in implementing the Project to Preserve and Restore the Monuments of Him Lam Resistance Center (Phase II).
At the conference, delegates discussed and gave their opinions on the scale of investment, process and progress of the project to build a memorial house for President Ho Chi Minh, to invest in additional construction items at Hill E2 and the project to preserve and restore the relics of the Him Lam Resistance Center (phase II). Regarding the preparation for the organization of the scientific seminar on the relic of the Temple of "Duc Thanh Tran" at Hill A1, delegates gave their opinions on the expected time, location and composition of guests attending the seminar.
Concluding the conference, regarding the Project of Building a Memorial House for President Ho Chi Minh, Provincial Party Secretary Tran Quoc Cuong requested the Provincial Department of Culture, Sports and Tourism to coordinate with fine artists to soon design and arrange the altar of Uncle Ho in the Memorial House; especially to advise on the addition and construction of works to restore and embellish, clearly demonstrating the feats of our army for the project of investing in adding some construction items at the E2 Hill Relic. Regarding the Project of Preserving and Restoring the Him Lam Resistance Center Relic (Phase II), the Provincial People's Committee has approved the draft model of step 2 of the relief items, the Provincial Party Secretary requested to soon complete the road to the relic; set a milestone for completing some parts of the work to soon start the project and deploy the work according to the roadmap. In particular, for the above two projects, the Provincial Party Secretary is interested in planning, restoring the status quo and surrounding space for the relic site, considering clearing and relocating residents to other areas in the coming years. Regarding the content of preparing for the Scientific Workshop on the relic site of Duc Thanh Tran Temple at the relic site of Hill A1, the Provincial Party Secretary requested units to promptly complete the steps to organize the Workshop in September.
