Mr. Nguyen Quang Son (residing in Lien Chieu district, Da Nang city, a land buyer) said that Hoang Nhat Nam Company received money from him and others and kept their money for the past 5 years.

In the past 6 years, there have been many problems, including a dispute between two companies, Bach Dat An (project investor) and Hoang Nhat Nam (project land distributor), which led to both parties having to go to court. There have been 3 verdicts related to the project.
Mr. Son said that on April 25, Mr. Le Tri Thanh - Chairman of Quang Nam Provincial People's Committee - and representatives of the enforcement agency received people.
According to Mr. Son, the provincial chairman and the enforcement agency asked the people to meet with Hoang Nhat Nam Company to clarify the amount of money that the company kept for the past 5 years, how much profit it made, and where the money came from.
"Therefore, we are forced to go to Hoang Nhat Nam Company to ask this company to clarify the amount of money it has kept from us, to publicly disclose our cash flow and profits and losses over the past 5 years," said Mr. Nguyen Quang Son.
Mr. Son requested that if the two companies Hoang Nhat Nam and Bach Dat An continue to drag on and prolong the time, it is not acceptable. The matter between the two companies must be clearly resolved.
"If these two companies continue to procrastinate, not implement the project, and not agree on the amount of money to implement the project, we will file a complaint with the Ministry of Public Security to intervene and save the people. We request the Ministry of Public Security and the Quang Nam Provincial Police to seize and recover the people's money over the past 5 years to implement the project, and hand it over to a capable investor. If this continues, the people will suffer a lot," Mr. Son said.

The land buyers said that whoever gave the money to them should be responsible. The people said that they bought the land from Hoang Nhat Nam Company and this company signed a contract with them. The matter is between the two companies, the people are not involved.
Ms. Tran Thi Thu Hien (residing in Ngu Hanh Son district, Da Nang) said that she bought land in the Bach Dat 1 project through Hoang Nhat Nam Company but has not received the red book for the past 5 years. "I hope that the Quang Nam provincial government, Bach Dat An Company and Hoang Nhat Nam will quickly handle the matter and issue the red book to the people soon, without delaying any longer," Ms. Hien said.
Responding to the petitions of land buyers, Mr. Truong Van Hao - General Director of Hoang Nhat Nam Company - said that he had requested the People's Committee of Quang Nam province and relevant departments to soon organize a 4-party meeting between the People's Committee of the province, Bach Dat An Company, Hoang Nhat Nam Company and representatives of the people to find a solution to resolve the issue.
After the meeting between these four parties, Hoang Nhat Nam Company will organize a meeting with project land buyers to discuss, to avoid causing disorder.
Recently, at the regular April citizen reception meeting of the People's Committee of Quang Nam province, Mr. Le Tri Thanh - Chairman of Quang Nam province - received households who bought land in the project invested by Bach Dat An Joint Stock Company.
According to representatives of households who bought land in the three projects of Bach Dat Urban Area, 7B expansion and Hera Complex Riverside in the new urban area of Dien Nam - Dien Ngoc (Dien Ban town), Bach Dat An Joint Stock Company has not yet fully implemented the conclusions and commitments with the leaders of the Provincial People's Committee.
Although the provincial government and functional agencies have created favorable conditions, Bach Dat An Joint Stock Company is no longer "interested" in continuing to complete the project.
At the citizen reception, Lieutenant Colonel Ha The Xuyen - Head of the Economic Police Department of Quang Nam Provincial Police - said that the authorities are working with Bach Dat An Joint Stock Company on issues such as investment policy, transfer of tasks from Bach Dat Company to Bach Dat An Joint Stock Company, financial capacity and especially cash flows between Bach Dat An Joint Stock Company and distributor Hoang Nhat Nam Company.
Accordingly, Chairman of Quang Nam Provincial People's Committee Le Tri Thanh said that the resolution of related problems and issues has had positive changes. However, there are very complicated issues that cannot be resolved overnight and the Provincial People's Committee is determined to resolve the matter completely to issue red books to the people.
It is expected that in May, the People's Committee of Quang Nam province will hold a meeting to hear reports from all relevant sectors, especially to consider whether to extend the construction progress or not.
At the same time, the Chairman of the People's Committee of Quang Nam province requested the Provincial Police to promptly complete the report to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee for guidance. If there are signs of fraud, the case will be prosecuted for investigation according to the provisions of law.
