The People's Committee of Ba Ria - Vung Tau province has just issued Notice No. 463/TB-UBND, announcing information on the planning and investment plan for the Ho Tram - Long Thanh International Airport urban expressway in Dong Nai province, according to Decision No. 1680/QD-UBND dated June 12, 2025.
Accordingly, this expressway is part of the provincial planning for the period 2021-2030 with a vision to 2050, and has been adjusted and added to the transportation system according to Decision 1629/QD-TTg of the Prime Minister . The road is 41km long, starting at the intersection of Ho Chi Minh City's Ring Road 4 and Provincial Road 991 (Phu My City), and ending at the intersection with Provincial Road 994 (Xuyen Moc District), with 4-6 lanes and a design speed of 100-120km/h.
The proposed investment plan includes the completion of major interchanges with National Highway 56, National Highway 55, and provincial roads such as Provincial Road 765, Provincial Road 997, Provincial Road 328, Provincial Road 994, etc., aiming to create a synchronized inter-regional connection, especially between the Ho Tram area and Long Thanh Airport, a strategic transportation hub in the Southern region.
The total land area to be used is approximately 365 hectares. The total investment capital is 17,000 billion VND, of which the land clearance cost is 4,500 billion VND.

The project will be constructed with 4 lanes during the 2021-2030 period, expanding to 6 lanes after 2030. The project is being implemented under a public-private partnership (PPP) model, where the state budget covers land acquisition, while construction is undertaken by the investor using legally obtained capital.
The project was approved by the People's Council of Ba Ria - Vung Tau province in resolutions No. 23/NQ-HĐND (dated March 27, 2025) and No. 42/NQ-HĐND (dated June 6, 2025), with the expectation of strengthening regional connectivity and promoting socio-economic development, especially in the Ho Tram tourist area and the vicinity of Long Thanh airport.
According to the People's Committee of Ba Ria - Vung Tau province, this is considered one of the important transportation projects, creating a boost for tourism and economic development in the Southeast region, connecting the coastal area of Ba Ria - Vung Tau with the national and international infrastructure network.
The People's Committee of Ba Ria - Vung Tau province stated that connecting Long Thanh airport to Ho Tram is essential to completing the transportation infrastructure to connect Ba Ria - Vung Tau province with localities in the Southeast and Southwest regions; and to connect the development centers and urban areas of districts and cities within the province.
Simultaneously, it will create an economic axis linking agriculture, industry, services, tourism, and seaports, contributing to the socio-economic development of the areas through which the route passes; opening up new urban development, service, and industrial spaces, contributing to the successful implementation of the national tourism plan, and maximizing the economic potential of tourism in the province and the region.
