Party organization - the axis that keeps the ship on course
CSB 2004 is one of the units that regularly carries out patrolling, controlling, handling violations and supporting fishermen in the Southwest sea. With the nature of the job of always staying at sea for long periods of time, operating in rough and windy conditions and harsh weather, maintaining party activities on board is a big challenge.
Senior Lieutenant Le Van Thang, Party Cell Secretary and Political Commissar of CSB 2004, shared: “The biggest difficulty is organizing Party cell activities in conditions where the ship often operates for long periods at sea, the ship's space is small and narrow, and there are many unexpected tasks. But we determined that, no matter the circumstances, the Party cell must still maintain the central role of comprehensive leadership. By choosing the right time, being flexible in organizing methods, and issuing resolutions that are close to reality, we always ensure that activities are in accordance with principles and have full content, promoting collective intelligence, creating consensus and unity of action throughout the unit.”

The CSB 2004 ship party cell is a highly combative party organization, a solid spiritual support for officers and soldiers. Party cell activities are not simply a regime but a place for political education , training of mettle, promptly resolving ideological problems, helping party members strengthen their beliefs, clearly defining goals, responsibilities and actions. Each working trip at sea is a challenging journey, not only in terms of physical strength and spirit but also a test of the political mettle of each officer and soldier, especially party members. In many complicated situations, it is the mettle, exemplary spirit and steadfastness in stance that help party members maintain principles and excellently complete their tasks.
One of the typical situations that clearly demonstrated the leadership role and fighting strength of the CSB 2004 Party Cell was the capture of fishing boat KG 9554 TS illegally transporting 100,000 liters of DO oil in the Southwest sea. In the conditions of big waves and strong winds, the violating boat suddenly accelerated to escape. Faced with the dangerous situation, officers and soldiers of CSB 2004 immediately deployed a plan to chase, approach and successfully control the subject. The person who directly confronted and controlled the subject was Senior Lieutenant Nguyen Van Quan, Deputy Captain, a young and courageous party member.
While performing his duties, the subject on the ship violated the law and bribed others. Senior Lieutenant Nguyen Van Quan firmly refused and handled the case in accordance with the law and orders from his superiors. “I always keep in mind that as a party member and a soldier, I am not allowed to waver in the face of any temptation. Above all, the party organization, the trust of comrades, teammates and the people. That is the support for me to be steadfast in all situations,” Senior Lieutenant Nguyen Van Quan shared.
Immediately after the incident, the Party cell organized activities to promptly commend Comrade Quan's upright and resilient spirit, and at the same time learned lessons and disseminated plans to handle similar situations. This was also an opportunity for the CSB 2004 Party Cell to educate Party members about the responsibility to set an example and the "steel" spirit of the Coast Guard.
"4 Good" Party Cell, "5 Responsibility" Party Member: From Direction to Reality
Seriously implementing Directive No. 990-CT/DU dated January 7, 2025 of the Standing Committee of the Party Committee of CSB Region 4 on building a "4 good" Party cell (good leadership capacity, good fighting strength; good implementation of the principle of democratic centralism; good education and management of Party members; good solidarity and discipline), Party members "5 responsibilities" (responsibility for tasks; responsibility for Party cells and units; responsibility for oneself; responsibility for family; responsibility for comrades and teammates), the Party Cell of CSB 2004 has concretized it with contents and criteria close to the unit's tasks.
Accordingly, each party member develops a specific training and self-improvement plan associated with work, and commits to strictly implementing the criteria: Exemplary living, responsible work, and setting an example for the collective. Party cell activities are associated with practical topics such as: "Maintaining the qualities of party members in a special environment", "Improving the capacity to fight crimes at sea", "Accompanying young cadres with strong will"...
Senior Lieutenant Lai Thanh Bo, Head of the electromechanical branch, a typical party member of the CSB 2004 Ship Party Cell, confided: “At sea, one wrong action can cost the safety of the whole team. Therefore, I always remind myself to be dedicated and highly responsible in my work, to be an example for my teammates to look up to, especially the young officers.”
The Party cell pays special attention to training and mentoring new cadres. By assigning experienced party members to guide and mentor them in practice at sea, the Party cell has helped many young cadres overcome their initial confusion and gradually mature in their mettle, skills and qualities as revolutionary soldiers. “For cadres going to sea for the first time, it is understandable that they feel nervous, especially when handling complicated cases. The Party cell has proactively assigned party members to accompany, encourage and provide timely support to help them become more steadfast and better trained,” said Senior Lieutenant, Party cell Secretary Le Van Thang.
Commenting on the CSB 2004 Ship Party Cell, Major Dinh Tuan Vuong, Party Secretary, Political Commissar of Squadron 421 affirmed: “The CSB 2004 Ship Party Cell is one of the typical units in building a strong Party organization. The concretization of the model of the “4 good” Party cell and the “5 responsibilities” Party members has been seriously and deeply implemented. In particular, the pioneering and exemplary role of Party members in performing tasks at sea has strongly spread the spirit of steadfastness and pure morality, contributing to the unit’s excellent completion of all tasks.”
For many years, the CSB 2004 Ship Party Cell has achieved the title of exemplary clean and strong; officers and soldiers of CSB 2004 Ship have been continuously commended and rewarded in emulation campaigns, especially in the fight against smuggling, protecting the sovereignty of the Southwestern sea, rescuing and disseminating laws to fishermen.
From the practical activities of the CSB 2004 Party Cell, it can be affirmed that: Whether in the storms of nature or the challenges and temptations on the front of the struggle to protect sovereignty, security and order at sea, the Party organization is always the "pivot" that keeps the ship from deviating; is the place where the spirit of solidarity, steadfast will and steadfast belief of the CSB people converge. "Steadfastly walking under the Party flag, steadfast in the middle of the ocean" - is not only a slogan but also becomes the motto of action, life ideal and sacred oath of the CSB people.
