Stuck in land prices, key projects in Binh Thuan are behind schedule

Construction progress is slow.

Van Thanh Bridge was approved for construction investment by Binh Thuan Provincial People's Committee, with a length of 179.85m. The bridge crosses Ca Ty River, nearly 2km upstream from Duc Thanh Bridge, connecting Van Thanh residential area with 4 wards south of Ca Ty River. The construction of the bridge and the road leading to Van Thanh Bridge helps connect traffic between the South River area and the North River area in Phan Thiet City.

The Van Thanh Bridge project started construction in January 2023 and is expected to be completed and put into use by the end of 2024. However, up to now, the project's construction progress is a bit slow.

Mr. Nguyen Thanh Hien, Deputy Director of the Traffic Construction Investment Project Management Board of Binh Thuan province (project investor) said that the project is currently constructing piers under the river and the construction progress has reached 45% of the contract value.

“The main reason for the delay is that the compensation and site clearance work is still behind schedule compared to the province’s instructions. Currently, there is no specific land price for compensation for the people, and it has been more than a year and it is still not finished. Recently, Phan Thiet City also submitted it to the land price appraisal council, but due to shortcomings, it had to be returned to the land price consultancy unit and they also expect to have specific land prices to compensate the people this June,” said Mr. Nguyen Thanh Hien.

The Van Thanh Bridge project is built on the land of Phu Tai and Duc Long wards in Phan Thiet City. The total recovered land area is over 16,605m2 of 34 households and 5 organizations. Of which, 15 households and 3 organizations belong to Duc Long ward; 19 households and 2 organizations belong to Phu Tai ward. Up to now, the Compensation Council has submitted 31/39 dossiers and approved 24 dossiers, the remaining 7 dossiers.

According to the People's Committee of Phu Tai Ward, Phan Thiet City, along with the Van Thanh Bridge Project, there is another key project being implemented in the area, the Ca Ty River Apartment Project.

To implement the Ca Ty River Apartment Project, nearly 64,000m2 of land from 15 households (95 records) and 3 organizations (3 records) must be recovered. Up to now, the counting of 98 records has been completed and transferred to the People's Committee of Phu Tai Ward for legal consideration.

Mr. Tran Quoc Duy, Chairman of Phu Tai Ward People's Committee, said that the locality is actively coordinating with relevant agencies in the inventory work and implementing a council to consider the legal origin of land for each project.

“There are only a few files left to consider the legality, but there are still some long-term land sources that previously belonged to the old Phong Nam commune. Therefore, the locality is also carefully reviewing each file about the origin to submit to the council for legality review, so that it is in accordance with the provisions of the law on land. After that, the files will be transferred to the city to carry out the stages related to the project,” said Mr. Tran Quoc Duy.

Early determination of land prices

Regarding the resettlement plan for cases of land acquisition for the above 2 projects, Phan Thiet City People's Committee has issued plan No. 1957 dated April 2, 2024 on the expected relocation and resettlement arrangement for households and individuals belonging to the Van Thanh Bridge Project.

The People's Committees of Duc Long and Phu Tai wards have posted the plan and the Phan Thiet City Land Fund Development Center has submitted to the Compensation Council the files of households and individuals eligible for resettlement land.

Regarding the resettlement plan for the Ca Ty River Apartment Project, on June 4, the project investor sent Official Letter No. 1120 to the Department of Natural Resources and Environment for appraisal and submission to the People's Committee of Phan Thiet City for approval.

Mr. Huynh Van Minh, Director of the Land Fund Development Center of Phan Thiet City, Binh Thuan Province, said that in the past, the coordination with investors and localities has been quite synchronous. However, the legal review at the local level has encountered many difficulties, leading to slow progress of the project. Regarding the Ca Ty River Apartment Project, it is also in the legal review phase.

“Currently, the specific land price is stuck, the Phan Thiet Price Appraisal Council is also considering to submit to the City People's Committee for approval of the land price. The second problem is the price of land allocation, apartment allocation and apartment rental. Currently, the investor is also urgently implementing this content. To have a site in the coming time to implement the project, the center is also coordinating with Phu Tai ward, the investor to speed up the legal review as well as complete the dossier on specific land prices to implement compensation and resettlement plans", Mr. Huynh Van Minh informed.

As planned, after completing legal procedures, Ca Ty River Apartment Project will start construction of 4 apartment blocks A1, A2, B1, B2 and some auxiliary works as soon as possible to complete and put the project into use before June 2026.

The above 2 projects are 2 of 7 key projects and works of Binh Thuan province that are behind schedule.

Regarding the progress of implementing key projects and works of the province, Binh Thuan Provincial Party Secretary Nguyen Hoai Anh also concluded. How will the relevant agencies resolve the issue so that the implementation is on schedule as concluded by the Provincial Party Secretary?
