In the bustling atmosphere of competition towards the 20th Congress of the Yen Bai Provincial Party Committee, on all projects from the highlands to the city center, the construction pace is urgent every day. It is not only a race against time, but also a vivid demonstration of the will to innovate, the spirit of decisive action, and the aspiration to rise of the entire political system and people of Yen Bai. Each key project is not just a block of concrete and steel, but a symbol of political determination, of commitment to sustainable development and strategic vision for the future.

In the period of 2021 - 2025, Yen Bai province will implement 26 key projects, with a total investment of more than 13,486 billion VND. Of which, there are 5 projects transferred from the previous period, 21 new projects starting construction across all fields: transportation, infrastructure construction, agriculture , culture - sports, information technology... reflecting the strategic and comprehensive vision of the province.

By the end of April 2025, of the 21 newly started projects, 16 projects had been started, bringing the total number of projects started (both old and new) to 21/26 projects. Fortunately, 9/21 projects were completed and put into use, creating an important shift in infrastructure development and opening up new growth space. In particular, many "backbone" projects of the province have accelerated with urgency to reach the finish line on time, leaving a clear mark.

Typically, the project connecting National Highway 37 - National Highway 32C with Noi Bai - Lao Cai Expressway was inaugurated on April 19. Along with that, the IC13 Interchange Project of Noi Bai - Lao Cai Expressway has completed the main intersection item, the road connecting Provincial Road 163 is urgently under construction, reaching 78%, expected to be inaugurated on the occasion of the 80th anniversary of the founding of the Provincial Party Committee. Important administrative - political works such as the Provincial Party Committee Headquarters and the Provincial Conference Center are also under "sprint" construction, aiming to complete the entire project before August 10, 2025 to celebrate National Day September 2.

The overall picture is a strong testament to the strong leadership and persistent, selfless efforts from the Party Committee, the government to each investor and construction unit. Since the beginning of the period, the province's key projects have had to "struggle" to overcome difficult storms in challenging practical conditions. Many "bottlenecks" have appeared, requiring courage and breakthrough solutions.

Many projects have been behind schedule right from the "starting line" due to complicated appraisal and adjustment processes, along with changes in regimes, policies, legal regulations and market price fluctuations like a tidal wave that increased the total investment - becoming a brain-wrenching problem that requires decisiveness.

Land clearance - a "bottleneck" extending from urban to rural areas - also makes many projects difficult to construct. The recovery of residential land, related to resettlement, and compensation prices encounter major obstacles. Difficulties in verifying the origin of land due to multiple transfers, non-permanent households, or handling forest land with changed purposes are also significant challenges. The situation of people not agreeing or obstructing construction still occurs in some projects, requiring persistent and effective mass mobilization work.

Along with that, the construction work also encountered many obstacles due to the rugged terrain, weak geology, not to mention the heavy impact of storm No. 3 in 2024, which caused landslides and damaged many works, forcing the project to be adjusted and supplemented to overcome the consequences. Those obstacles are not only technical problems but also a test of leadership, dedication, determination and comprehensive solidarity in action.

Faced with numerous challenges, Yen Bai province has implemented a series of breakthrough and synchronous solutions. From tightening the direction, regularly inspecting the site, clearly defining the responsibilities of each level, to establishing a "one-stop-shop - one-stop" mechanism in handling "bottlenecks"... Every square meter of construction is closely monitored. Many construction units have proactively increased shifts, accelerated the acceptance progress, and worked in 3 consecutive shifts, taking advantage of every sunny hour.

Capital disbursement, payment and settlement have also been accelerated, creating a smooth flow for projects. On the part of the local government, there have been positive movements in mass mobilization work, mobilizing people with the spirit of "harmonizing interests, putting community interests first", thereby removing many key obstacles in site clearance.

Even with projects affected by storms, the province has flexibly adjusted in a timely manner, not being passive. The greater the difficulty, the higher the determination - that is the spirit of the Party, government and people of the province.

Time is counting down to major milestones: the 80th anniversary of the founding of the Provincial Party Committee, the 20th Provincial Party Congress, the 80th anniversary of National Day September 2. At each construction site, the atmosphere is still vibrant. Each completed project is not only a material milestone but also a proud declaration for a term of daring to think, daring to do, and acting resolutely for the people.

Completing key projects on schedule, ensuring quality - safety - efficiency is a clear affirmation of the management capacity, the synchronous participation of the whole system, the spirit of dedication - creativity - determination of the team of officers, engineers and workers at the construction sites. Accelerating today is to make a strong breakthrough for tomorrow!
