Coastal commune "upgraded" to ward

TTH - There are no longer red dirt, muddy rural roads. Many coastal communes when upgraded to wards such as Thuan An (Thuan Hoa district), Phong Phu (Phong Dien town)... have been invested in completing infrastructure and urban planning to "put on" the coat of a bustling urban area.

Proactive handover of premises

Coming to Phong Phu Ward (Phong Dien Town) today, we cannot help but be surprised by the fact that a "coastal commune" that was once poor has now become a spacious city with wide roads. Mr. Tran Dinh Dung, Vice Chairman of Phong Phu Ward People's Committee, said that the important thing and also the achievement in urban planning and infrastructure development is the consensus and positive response from the people. "It is ten thousand times more difficult than the people's will to complete it" is because of that. Mr. Dung provided us with quite impressive figures: Through mobilization work, in the past time, in the ward, there have been 730 households participating, with about 21,000m2 of various types of land, worth more than 8.5 billion VND voluntarily donated by the people to open roads.

Being present at the newly completed inter-ward road with a length of nearly 2km, expanded from 4m to 13.5m with a drainage system, lighting, sidewalk trees..., we can see how meaningful the results of donating land to open the road are. According to the leader of Phong Phu ward, through propaganda and mobilization work, more than 100 households on this road donated nearly 10,000m2 of land to build the project. When the project was implemented, people voluntarily dismantled fences, cut down trees, and cleared the land to gradually hand over the clean land to the construction unit.

“The time of land clearance was also the time when land was valuable, but thanks to the good propaganda and mobilization work of the government and organizations, people voluntarily donated land and opened roads. That shows that people in the area are devoted to the common good, proactively handing over the land to the contractor for construction. With the drastic participation of the entire political system, the cooperation and contribution of the people, the land clearance work proceeded quite smoothly, and many traffic routes were constructed on schedule,” Mr. Dung informed.

A typical example of land donation for road construction in Phong Phu ward is the household of Mr. Tran Dinh Tin (Nhat Tay residential group). When he heard that the State was about to build a road, he did not hesitate to donate nearly 230m2 of land at two frontages with an estimated value of more than 1.5 billion VND. In addition, Mr. Truong Viet Hai donated 140m2 of land, Truong Viet Suong donated 40m2 and many other outstanding individuals and groups whose records have been completed by the local authorities and submitted to higher authorities for commendation.

Thuan An Ward, Thuan Hoa District was established on the basis of merging Hai Duong Commune and the old Thuan An Ward. To develop urban infrastructure, many large projects are being implemented, including many key traffic projects that, when completed, will contribute to inter-regional connectivity for the coastal city of Thuan An, such as the coastal road project and the bridge across Thuan An estuary, which are expected to be completed on April 30.

Mr. Nguyen Dang Hoai Thuong, a civil servant of the Land and Construction Department of Thuan An Ward, shared that the coastal road and bridge project across Thuan An estuary has 422 households affected in terms of land and housing and about 900 graves have been cleared. To solve the problem of land for the construction unit, the Ward People's Committee has coordinated with relevant departments and offices of the district to pay compensation and support to the households. At the same time, the organization mobilized households to hand over the land to the construction unit to implement the project to ensure progress.

Focus resources on infrastructure investment

Based on Resolution No. 15-NQ/TU, dated December 13, 2021 of the Provincial Party Committee (now the City Party Committee) on the construction and development of Phong Dien district (now Phong Dien town) to 2025, with a vision to 2030, Phong Phu Ward People's Committee has developed a plan to review criteria on socio -economic development, investment and infrastructure construction to organize implementation.

Accordingly, over the past 5 years, more than 300 projects have been invested in Phong Phu ward such as: Phong Dien - Dien Loc rescue road, land fund development infrastructure, residential area development, urban development infrastructure, Phong Phu ward central area infrastructure phase 3, rural traffic system, intra-field traffic, canals, irrigation, lighting... In addition, Phong Phu ward people also invested in the construction of 1,041 large and small projects in the area, with an average total investment of over 101 billion VND/year. The total social investment capital averages 300 billion VND/year, an increase of 200 billion VND compared to the plan, an average growth rate of 20%/year.

Mr. Tran Dinh Dung affirmed that in the coming time, the locality will focus on developing and completing a synchronous infrastructure system. Improve the quality of planning, management and implementation of planning. Continue to complete the zoning plan and urban construction orientation of Dien Loc - Dien Hoa approved by the City People's Committee. Upgrade, expand, and implement according to the planning of the central traffic network, inter-ward traffic, connecting from National Highway 49 to Provincial Road 22, and at the same time complete the planning such as: Planning of interwoven residential land in Dien Hoa; Planning of interwoven residential land in residential groups 1 and 4; Planning of residential land in Nhat Tay residential group; Planning of residential land in Van Chuyen area, Giap Nam residential group...

According to Mr. Nguyen Dang Hoai Thuong, in the past 5 years, in Thuan An ward, there have been a number of key projects implemented such as the Phu My - Thuan An road project; the coastal road and bridge across Thuan An estuary; the B5 resettlement area project under the Thuan An new urban infrastructure and the Pho Loi - Moc Han - Phu Khe flood drainage system project. Currently, the Phu My - Thuan An road project has been completed and put into use, the remaining projects are continuing to be implemented. At the same time, the ward also focuses on synchronous investment in infrastructure to promote economic development and traffic. Thanks to that, the budget revenue in the area has increased by an average of over 15% annually, exceeding the set plan. The total social investment capital for 5 years reached over 3,660 billion VND.

In 2024 - 2025, the city has focused investment resources on newly merged wards and communes. Accordingly, the city prioritizes investment in unachieved targets of 13 wards and communes merged into the city, such as drainage systems, roads, and lighting. Complete zoning planning projects as a basis for calling for investment. Continue to coordinate with units to complete key projects as a driving force for socio-economic development. In addition, many traffic infrastructure projects, lighting power, and coastal infrastructure have been and are continuing to be implemented, creating momentum for the development of the marine economy and tourism in the area.
