
Accordingly, at the ferry terminal - an important trade connection between Minh Chau commune and the mainland, the commune has comprehensively reviewed the conditions to ensure waterway safety, such as operating licenses, means of transport, practice certificates and life-saving equipment.
Commune leaders requested the ferry crew to strictly implement regulations to ensure safety on waterways, require passengers to wear life jackets when crossing the river, stop operating when there is strong wind or heavy rain, and promptly replace damaged life jackets.

Minh Chau is an island commune located in the middle of the Red River, and people's travel, transportation of goods, necessities and trade depend entirely on the ferry system. Realizing the urgency of disaster prevention and control, from the beginning of July, Minh Chau commune established a Civil Defense Command Committee, and issued documents urging functional units to proactively inspect and review riverside residential areas, low-lying areas, and areas at high risk of flash floods, landslides; ready to deploy plans to evacuate people to safety, if necessary.
The Commune People's Committee has also developed a plan for natural disaster prevention, control and search and rescue, issued a plan for natural disaster response according to the risk level, and assigned specific tasks to each unit and each residential area. A 24/7 on-call force has been established, including: Chairman, Vice Chairman of the Commune People's Committee, Commune Police, military forces and related forces. The Commune has publicly announced the hotline number of the Commune leaders so that people can promptly report any arising situations.

On July 21, after the on-site inspection, the leaders of Minh Chau commune chaired an urgent meeting with the functional forces to assess the situation, analyze possible situations and assign specific tasks to each department. The commune leaders directly inspected the vulnerable points, ferry transportation areas and provided 50 additional life jackets to serve the people and ferry passengers in bad weather conditions.
Notably, to proactively respond to all situations, the Commune People's Committee has arranged 20 composite boats and 200 life jackets in residential areas, ready to be used when there is a request for evacuation or rescue. The flood and storm response teams are fully equipped with tools such as chainsaws, supplies, and necessary support equipment to be ready to perform tasks in emergency conditions.
