On the afternoon of November 19, Mr. Nguyen Xuan Tho - Chairman of the Commune People's Committee, Head of the Civil Defense Command of Dien Lac Commune said that there is still heavy rain in the commune. Phu Khanh Thuong Village currently has 20 isolated households. The commune has directed the militia to approach and provide food relief to people whose houses are in high places; at the same time, evacuate households whose houses are not safe, the elderly, children, and women from the danger zone.

The Dien Lac Commune Party Committee also urgently directed the Commune Civil Defense Command to carry out emergency evacuation, resolutely evacuate people and property from dangerous areas, especially before heavy rains. Villages reviewed the needs for food, drinking water, and temporary accommodation; prepared forces to support the elderly, children, pregnant women, and people with disabilities at evacuation sites.
