Dien Lam Commune: Pushing back illegal sand mining

Previously, the illegal sand mining situation on rivers and streams in Dien Lam commune was quite complicated, affecting the production land, environment and people's lives. However, with the strong leadership and direction of the Party Committee, the People's Committee of the commune and the close coordination of the police, military forces and the Commune Economic Department, the inspection and handling of violations have been strengthened, contributing to preventing and repelling illegal sand mining, maintaining security and order in the area.

Zone for control

On October 8, we followed the members of the Inter-sectoral Patrol Team to handle illegal sand and soil exploitation in Dien Lam commune to the riverside and stream areas in the area to survey the locations where illegal sand exploitation had occurred in the past (currently, these locations have been identified by the commune as areas at risk of recurrence). From Provincial Road 8, turning down the dirt road slope about 1.5km, we arrived at Dong Gang stream through Thuong village. Mr. Phan Trong Chinh - Specialist of the Economic Department of Dien Lam commune, a member of the Inter-sectoral Team, said that the location along this stream used to be the place where people illegally exploited sand on a small scale, in a rudimentary form during the rainy season, when the amount of sand and gravel from upstream was deposited. Therefore, this place is one of the areas at risk of illegal sand exploitation recurring, and has been "zoned" and listed by the Inter-sectoral Team to strengthen patrol and control work. In early October, based on information provided by the public and through patrolling and verification, the commune's forces promptly discovered and prevented illegal sand mining by two local subjects, confiscating a tractor with a trailer used to transport sand. Currently, the two subjects have signed a commitment not to re-offend; at the same time, the People's Committee of Dien Lam commune is consolidating the records to strictly handle them according to the law.

One of the areas at risk of illegal sand mining recurring has been zoned for control by the Interdisciplinary Team.

Talking to us, Mr. Huynh Ky Vu - Head of the Economic Department of Dien Lam commune said that in the past, there was illegal sand mining in the area but on a small scale, along the streams in the area, mainly cases of people mining to serve the construction needs of their families. In order to minimize and move towards a complete solution to this situation, in recent times, the Party Committee and People's Committee of the commune have focused on leading and directing to tighten management of the mineral and land sectors. In particular, an interdisciplinary team (including forces of the Economic Department, Police, and Military of the commune) has been established to strengthen patrolling, controlling, detecting, arresting and strictly handling violations. In particular, the Party Committee and People's Committee of the commune led and directed the interdisciplinary team to conduct surveys, delimit and make a list of 11 areas where illegal sand mining took place in previous years to regularly organize patrols and controls to avoid recurrence.

In addition, local leaders directed agencies, departments, branches and commune organizations to step up propaganda work to raise people's sense of responsibility for protecting mineral resources and the environment. Thanks to the drastic participation of the political system, up to now, the situation of illegal sand mining in the area has decreased significantly compared to before.

Promoting the role of the communal police force

To achieve the above results, thanks to the drastic participation of the entire political system of the commune, there is a very important contribution of the Commune Police force in the work of preventing and handling violations of the law on illegal mining, transportation, gathering and trading of minerals in the area. Since the beginning of the year, the Dien Lam Commune Police have advised the Party Committee and the Commune People's Committee to issue resolutions and action plans on strengthening the Party's leadership in land and mineral management, environmental protection, construction order, etc.

Evidence in the illegal sand mining case was seized by the functional forces of Dien Lam commune in early October.

It is known that, along with participating in the Commune's Interdisciplinary Team, the Dien Lam Commune Police force also plays a leading role, regularly deploying patrol and control teams. Thereby, promptly detecting and preventing cases of illegal sand mining. According to the report of Dien Lam Commune Police, since the beginning of the year, the force has detected 8 cases of illegal sand mining in the area, confiscated and temporarily detained related evidence and strictly handled violators according to the law.

It can be seen that since the implementation of the policy of merging to establish a new commune, although the area is large, the state management of minerals in Dien Lam commune has had many clear changes, especially in strictly handling the situation of illegal sand mining. In particular, the police force has promoted its core role, with solutions and operating models close to the local situation, coordinating with the drastic participation of the entire political system to contribute to maintaining security and order in the commune.

At the same time, the force has proactively coordinated with the Vietnam Fatherland Front Committee of the commune and socio-political organizations in implementing the movement of All people protecting national security, performing well the state management of security and order, promoting the effectiveness of the core force, security and order models in the fight against and handling of violations of the law in the illegal exploitation, transportation, gathering and trading of minerals, actively contributing to the task of ensuring political security, social order and safety and the socio-economic development goals of the locality.
