Mr. Le Phuoc Toan said that authorizing and receiving authorization to carry out procedures and documents is the right of citizens and is implemented according to the provisions of the Civil Law. However, in practice, this issue affects people because they have to spend a sum of money to authorize others to carry out administrative procedures on their behalf.
On the other hand, this action has created negative public opinion about the handling of administrative procedures by the government, especially in the context of implementing a two-level local government model, building a government that serves the people, is close to the people, and has a streamlined, effective, efficient, and effective apparatus.

To rectify the above situation, the People's Committee of Dray Bhang commune has sent a document requesting the Dak Lak Provincial Land Registration Office to strengthen inspection of the reception and processing of administrative procedures in the land sector at the Cu Kuin Area Branch for timely correction.
Propose that the People's Committee of Ea Ktur commune, the People's Committee of Ea Ning commune, relevant agencies and units coordinate to propagate the above content; remind cadres, party members and civil servants not to let their relatives participate in receiving brokerage and authorization from people to do administrative procedures, especially documents in the field of land.
The People's Committee of Dray Bhang commune also assigned relevant agencies to strengthen propaganda work so that people know that administrative procedures will be resolved quickly, promptly and in accordance with regulations by the government and the Public Administration Service Center. People only have to pay fees and charges to the state budget according to regulations (if any).
Previously, on July 18, 2025, the Provincial People's Committee issued Official Dispatch No. 0988/UBND-PVHCC on reflecting the situation of receiving and handling administrative procedures for people and businesses at the Public Administration Service Centers at all levels, in which it requested the People's Committees of communes and wards to step up inspection and rectify the situation of "paper brokers" in this area.
