Ms. Vi Thi Kep, Vice Chairman of Phu Yen Commune People's Committee, said: Continuing to implement the Government's Project on developing non-cash payments in Vietnam for the period 2021-2025, the commune focuses on promoting the benefits of non-cash payments, especially in remote areas; mobilizing people to pay for electricity and water through applications, gradually forming the habit of not using cash. Up to now, there have been clear changes, contributing to reducing the load on public services and promoting the digital economy .
The commune has synchronously deployed measures to expand non-cash payments (TTKDTM) in all areas, from buying and selling goods and services to paying bills. By the end of the third quarter of 2025, about 10,000 business households and large stores will have applied, with over 50% using QR codes. TTKDTM helps people and businesses shop, pay conveniently, manage finances effectively and do not need to carry cash.
Currently, in Phu Yen commune, more than 96% of the population uses smartphones; over 50% have bank accounts and related applications, such as: e-wallets like MOMO, Viettel Money, Apple Pay, ZaloPay, VNPAY... to help with diverse and convenient payments. For sellers, this form supports the synthesis of revenue and expenditure, sales volume faster than manual recording.
Ms. Nguyen Thu Huyen, a business owner in Sub-area 2, Phu Yen Commune, shared: My family sells consumer goods and is a level 2 agent supplying a number of households and stores in the area. Every day, the amount of goods imported and sold is quite large, so I manage all income and expenses through banking applications and cash registers. Cashless payments help manage cash flow for imported goods and revenue quickly and accurately. At the end of the day, just check the balance fluctuations to know the business results immediately.
For service providers, such as Phu Yen - Bac Yen Regional Power Company, the rate of customers paying bills via banks and applications reached 53.52%, thereby helping to reduce the pressure of collecting money and the situation of late payment. Mr. Hoang An Toan, Deputy Director of Phu Yen - Bac Yen Regional Power Company, said: In addition to payment via banks, we also deploy a customer care application to look up electricity bills, power outage schedules and reflect electricity-related incidents. This facilitates electricity bill payment and helps us support customers promptly, improving the quality of the unit's services.
Despite achieving certain results, the form of e-commerce in Phu Yen commune still faces some difficulties, such as the problem of network infrastructure in some highland villages with unstable internet connection; the situation of online fraud is increasing, there have been about 10 cases of victims in the commune being scammed through fake applications; a part of the people still have the habit of using cash.
To expand the form of e-commerce, Phu Yen commune has coordinated with HDBank, BIDV, Agribank to open free accounts for people; increased propaganda, warnings of online fraud; instructions on using digital banks, e-wallets, and updating biometrics to secure data. In the new citizen identification issuance rounds, the commune police and banks support the installation of electronic identification and opening of digital accounts. At the same time, mobilize internet service providers and digital banks to increase propaganda and technical support in remote areas. The commune strives to have 70% of business households using e-commerce by 2027.
Expanding the form of e-commerce is a trend and at the same time a key factor for Phu Yen commune to integrate into the digital economy, bringing long-term benefits to people and businesses.
