
Ensuring operating conditions for the National Committee on Artificial Intelligence
National Assembly Deputy Do Duc Hien proposed to carefully review the draft Law to ensure consistency with other relevant laws such as the Civil Code (on compensation liability), Law on Product and Goods Quality, Law on Technical Standards and Regulations and Law on State Budget.
Delegate Do Duc Hien also suggested considering not to re-regulate the contents that are already in other general laws without any difference for AI, in order to avoid duplication. For example, the content on attracting investment in AI development projects should be included in the Investment Law instead of being regulated separately in the draft Law on Artificial Intelligence.

The draft Law stipulates the establishment of the National Committee on Artificial Intelligence as an inter-sectoral agency to direct and coordinate strategies. Concerned about this content, delegate Do Duc Hien pointed out the inconsistency between the Committee's functions in the draft Law (on management and operation) and Initiative No. 26 of the Central Steering Committee requiring the formation of a nerve center for AI research, training and testing. The delegate suggested that it is necessary to clarify the organizational structure, functions and specific tasks of the Committee.
National Assembly Deputy Nguyen Minh Duc said that the establishment of the Committee is necessary but it is necessary to ensure implementation capacity, have enough experts, technology engineers, human resources and budget resources to operate.
Need to detail national AI ethics code
Delegates also appreciated the draft Law, which sets out basic principles such as human-centeredness, respect for human dignity and privacy, and requires AI development to be associated with green, sustainable development, environmental protection, and preservation of Vietnamese cultural identity.

Delegate Nguyen Minh Duc suggested that it is necessary to detail a national code of ethics that developers must follow, including avoiding discrimination and ensuring fairness and algorithm transparency.
Regarding risk classification (Article 7), National Assembly Deputy Tran Hoang Ngan highly appreciated the draft Law's division into 4 risk levels for AI management and suggested that it is necessary to specify the list of absolutely prohibited acts to control and prevent AI from causing disturbances, political incitement or violating national security.

Delegate Nguyen Minh Duc suggested that AI systems in general should be classified first by function such as generative AI, general-purpose AI, embedded AI, etc., and then classified by risk level (low risk, high risk, unacceptable risk) so that people can easily understand and connect with digital transformation laws.
