Ethnic issues, ethnic policies, state management of ethnic affairs and communication for ethnic minorities and mountainous areas have extremely important positions in historical periods of the Vietnamese revolution.

Since the signing of the coordination regulations in 2016, the Border Guard Command and the National Assembly's Ethnic Council have coordinated in developing and reviewing draft laws and ordinances on ethnic affairs and ethnic policies; policies for ethnic minority, mountainous and border areas; policies and laws in the fields of national defense, security and national borders. The two sides have coordinated in making recommendations to the Party, State, National Assembly and Government on the development of ethnic policies; policies and programs related to the protection of security and order in border areas, ethnic minority, mountainous and minority areas; coordinated in inspecting, supervising and surveying the implementation of policies and laws on ethnic affairs and ethnic policies; programs and plans for socio-economic development in mountainous and ethnic minority areas associated with the management and protection of national sovereignty and border security to ensure social order and safety. From 2016 to present, there have been 1,587 groups/39,724 households and 60,493 individuals registered to participate in self-management of border lines and national border markers; 14,822 self-management groups of security and order/232,737 members; 3,219 safe boat self-management teams/77,134 members, 916 safe wharves, 54 safe production teams at sea; established 173 safe aquaculture teams/3,336 members.

Regarding the topics of supervision and survey of the National Assembly 's Ethnic Council or the supervision of the National Assembly, the National Assembly Standing Committee assigned the Ethnic Council to preside over all received active attention and coordination, and proactive participation in supervision by the Border Guard Command. Through the coordination regulations, the Border Guard Command and the National Assembly's Ethnic Council also coordinate to advise localities on policies and measures to lead and direct the consolidation, improvement and improvement of the quality of activities of Party organizations, authorities and mass organizations. Regularly pay attention to building, consolidating, improving and improving the quality of organization and operation of the political system at the grassroots level and in ethnic minority areas, ensuring sufficient capacity to lead, operate and manage all aspects of social life. On the other hand, implementing the Party and State's policy on socio-economic development in mountainous, border and island areas, the two sides have coordinated well in consulting within the scope of assigned functions and tasks, together with relevant departments, ministries and branches, to effectively implement programs and projects in border and island areas. Thereby, mobilizing and promoting the combined strength of all levels and branches to increase investment in building border areas, instructing ethnic people on how to organize production, stabilize their lives; accessing techniques for raising livestock, poultry, aquatic and seafood products, growing industrial and agricultural crops of high economic value; helping localities in border areas to develop socio-economic development projects; mobilize sponsorship, donations, build support funds, help poor households worth tens of billions of dong, such as: Support seedlings, livestock, fertilizers, capital, labor days, production, technical guidance on farming and breeding for poor households to develop the economy effectively.

In addition, the two sides have coordinated to advise local Party committees and authorities to effectively organize mass movements to participate in protecting territorial sovereignty and national border security. People of all ethnic groups always uphold the spirit of revolution, solidarity, mutual assistance, and mutual development; have absolute confidence in the leadership of the Party and the country's renovation; strictly comply with State policies and laws; have a sense of vigilance and proactively fight against the plots and tricks of hostile forces, especially those aimed at dividing the great national unity bloc, inciting separatist and autonomous thoughts, and exploiting ethnic, religious, democratic, and human rights issues to sabotage the Vietnamese revolution.

It can be affirmed that the results of the implementation of the coordination program between the Border Guard Command and the National Assembly's Ethnic Council have contributed to a clear change in the socio-economic situation, improved people's lives, and encouraged people of all ethnic groups to participate in protecting the sovereignty, border security, seas and islands of the Fatherland.
