In his speech, General Phan Van Giang affirmed that Military Region 2 has a particularly important strategic position in terms of national defense, security, economy and foreign affairs of the whole country. It is a land rich in revolutionary historical traditions, and is the site of many important campaigns and battles, battles that "resounded throughout the five continents and shook the world."

Promoting the revolutionary tradition, in recent times, Military Region 2 has achieved many important and outstanding achievements in military and national defense work and building a national defense. The results achieved have made important contributions to building a strong national defense, contributing to maintaining political security and social order and safety in the area.

General Phan Van Giang clearly stated, thoroughly grasp and implement Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently; with the motto "running while queuing", our Party and State have resolutely led and directed the streamlining of the political system's apparatus. Among them are unprecedented actions, especially the merger of provincial and commune-level administrative units, ending the operation of district-level administrative units, and building a two-level local government organization model.

The Central Military Commission and the Ministry of National Defense have developed Project No. 839-DA/QUTW dated April 25, 2025 on continuing to reorganize local military organizations to be "lean, compact, and strong" to meet mission requirements in the new situation, approved by the Politburo and the Secretariat.

On June 14, 2025, the Minister of National Defense issued decisions to dissolve, transfer, merge, reorganize, establish and issue organizational and staffing schedules for many organizations.

This is a major policy of great significance, marking a historical milestone in adjusting the organization of the Army, in line with reality, demonstrating strategic thinking, meeting the requirements of the cause of strengthening national defense, building and protecting the Fatherland in the new period. This is a correct policy and creates a major change in the organization and staffing of local military agencies, at the same time setting out new contents on the mechanism of leadership, command and operation of local military work such as: Management of citizens of military age; registration, management, arrangement and training of reserve mobilization resources; combat readiness work, tasks in the KVPT...

To ensure tight, synchronous, unified and effective implementation, General Phan Van Giang requested Party committees and commanders at all levels in Military Region 2 to continue to thoroughly implement the Party's guidelines and policies, the direction of the Central Committee, the Central Military Commission, the Ministry of National Defense and local Party committees and authorities on reorganizing the apparatus of the political system; reorganizing administrative units at all levels and building a two-level local government model. Review the entire system of legal documents related to local military organizations, propose amendments and supplements to ensure synchronization and unity in organization and implementation.

General Phan Van Giang emphasized that the units that are trusted by the Central Military Commission and the Ministry of National Defense to be awarded the Victory Flag, the flag symbolizing the tradition of "Determination to fight, Determination to win" of the heroic Vietnam People's Army, are an honor and pride, along with a heavy responsibility for the task of protecting the Fatherland, requiring Party committees, commanders at all levels, officers, soldiers and employees of agencies and units in Military Region 2 to have a deep, complete and correct understanding of the position and significance of the dissolution, transfer, merger, reorganization and establishment of new units, of their functions and mission requirements. Determine your determination, make strong breakthroughs, overcome difficulties, and successfully complete political tasks right from the first days of operation; build a comprehensively strong agency and unit that is "exemplary and typical", maintain and promote the achievements of the units in the past time.

Direct agencies and units to adjust defense plans and combat plans according to new administrative boundaries and submit them to competent authorities for approval; clearly define the functions, tasks and roles of local military organizations in building and training reserve forces and militia and self-defense forces to meet the requirements of protecting the Fatherland in the new situation. Agencies and units must not let dissolution, transfer or merger disrupt or affect the quality and progress of assigned tasks.

Party committees and commanders at all levels must do a good job of ideological and policy work for cadres, soldiers and employees, and be ready to receive and strictly comply with the organization's assignments and mobilizations. They must proactively grasp the thoughts and aspirations, promptly advise and propose to the Central Military Commission Standing Committee and the Head of the Ministry of National Defense to properly resolve policy work and the Army's rear for cadres, soldiers and employees.

Units promptly develop and promulgate regulations and rules for leadership, direction, and command in each aspect of work. General Phan Van Giang noted that, based on the basic contents of Project No. 839 on the functions and tasks of the PTKV Command, the Border Guard Command, the Provincial Military Command, and the Commune Military Command; the process of implementing the new organization and staffing, Military Region 2 is required to direct agencies to continue researching and proposing to perfect the functions, tasks, and working relationships of local military organizations; after one year of organizing to draw experience, report to superiors according to regulations.
