Building Da Nang into a key cultural industrial center of the country - Part 1: Potential for cultural industry development

LESSON 1: POTENTIAL FOR DEVELOPMENT OF CULTURAL INDUSTRY

With a rich and valuable system of relics, scenic spots, and festivals, Da Nang has many advantages as well as potential for developing the cultural industry. This is consistent with the city's development orientation in the spirit of Conclusion No. 79-KL/TW of the Politburo on continuing to implement Resolution No. 43-NQ/TW of the Politburo (12th tenure) on building and developing Da Nang city until 2030, with a vision to 2045.

Advantages of cultural tourism

According to the Department of Culture, Sports and Tourism, Da Nang has many advantages and potentials for developing cultural industries, including cultural tourism. This is one of the key areas identified as a priority for development in the city.

Some relics have become popular tourist destinations, driving forces for local socio-economic development. Therefore, the cultural sector has paid attention to orienting the development of the relic system and festivals in tourism economic activities.

In addition to specialized museums and famous relics that contribute to forming key tourist areas and spots to attract visitors, the city has formed tours and tourist routes connecting heritage sites and traditional festivals to preserve and promote the value of historical relics and traditional crafts in many villages along the river, especially the Han River - Revolutionary Base K20; Han River - Tuy Loan - Thai Lai; Cu De River tourist route.

In particular, after merging with Quang Nam, along with two world cultural heritages Hoi An and My Son Sanctuary, Da Nang city possesses an additional layer of profound and colorful culture.

Notably, Hoi An World Cultural Heritage converges more than 50 traditional crafts, including many craft villages included in the National Intangible Heritage List such as Thanh Ha pottery, Kim Bong carpentry, Tra Que vegetable growing, Thanh Chau bird's nest exploitation. In addition, Hoi An also has many unique folk performances such as singing Ba Trao, Ho Khoan, Sac Bua, Ho Hat Bai Choi, folk songs, Tuong art...

The biggest highlight when mentioning the appearance of the cultural industry in Hoi An is the live show "Hoi An Memories".

Associate Professor, Dr. Dang Van Bai, Vice Chairman of the National Cultural Heritage Council, said that Hoi An still has a lot of room for developing the cultural industry by turning heritage into assets, turning assets into special goods, unique tourism products with high intellectual quality and great economic value, bringing benefits and livelihoods to local people and increasing satisfaction for tourists.

When it comes to the cultural industry, it is impossible not to mention regional and international events and festivals. Ms. Nguyen Thi Hoi An, Deputy Director of the Department of Culture, Sports and Tourism, said that in recent times, the city has focused on developing and achieving important results in festival and event activities such as the title of Asia's Leading Festival and Event Destination.

Typically, the Da Nang International Fireworks Festival (DIFF) is held annually with increasing scale and quality, becoming a unique and expanding brand. The Da Nang Asian Film Festival (DANAFF) is the starting point for the next event of the city.

Along with that, the city focuses on effectively implementing the "Project to organize unique annual cultural events and festivals, associated with establishing a series of events and cultural festivals at night in Da Nang city for the period 2022 - 2026".

Perfecting mechanisms and policies for developing cultural industries

To implement Decision No. 1755/QD-TTg dated September 8, 2016 of the Prime Minister approving the "Strategy for developing cultural industries in Vietnam to 2020, with a vision to 2030", the City People's Committee issued Plan No. 9585/KH-UBND dated November 24, 2017 to implement this strategy.
Accordingly, Da Nang continues to focus on reviewing, adjusting, and perfecting mechanisms and policies for the development of cultural industries; directing departments, branches, and sectors to develop socialization policies in the cultural field to create preferential mechanisms on capital, taxes, land, etc. to encourage businesses to participate deeply in the development of cultural industries.

Prioritize investment, encourage socialization

As a unit that regularly coordinates and organizes many cultural and artistic activities to promote exchange and cooperation between Da Nang city and countries around the world, Mr. Nguyen Ngoc Binh, Chairman of the Union of Friendship Organizations of Da Nang city, said that the first advantage is that Da Nang owns a fairly synchronous system of performance facilities, from facilities fully equipped with amenities and equipment for performing arts such as Trung Vuong Theater, Nguyen Hien Dinh Tuong Theater, Da Nang Children's Palace to outdoor spaces such as Bien Dong Park, 29-3 Square, areas along the two banks of the Han River...

This is an important foundation to help diversify performance types, meeting the increasing demand for art enjoyment of the people and tourists. The city's young artists and actors are very dynamic, creative, and often achieve achievements in domestic and international competitions and art festivals.

In particular, the city government always pays attention to and creates favorable conditions in terms of mechanisms and policies, encourages socialization, and investment in developing the cultural and artistic fields; artists have the opportunity to exchange with domestic and international artists to improve their skills and the quality of their compositions and performances.

However, besides the achieved results, the development of cultural industries in Da Nang city still has some limitations. Cultural industries in Da Nang are not large-scale and have not been linked and cooperated internationally regularly and strongly. Public budget investment in cultural industries has increased but is not synchronous, not meeting the social needs and enjoyment of the people.

Notably, human resources are still limited in quantity and professional quality, failing to meet the increasing demands of the market. The preferential treatment policy for cultural and artistic workers has not been innovative enough to attract creative cultural and artistic human resources to work locally.

Based on that reality, according to Mr. Nguyen Ngoc Binh, the city needs to continue to prioritize investment and encourage socialization to upgrade facilities and performance equipment; develop preferential policies to attract businesses and organizations to invest in this field. At the same time, it is necessary to promote training and fostering high-quality human resources, have preferential policies and support young artists and traditional artisans.

The city should invest more in building art programs with Da Nang's own identity, combining traditional and modern elements, and applying new technology to attract young audiences.

In addition, it is necessary to strengthen the connection between art, education and tourism, promote international cooperation, organize cultural exchange events, and enhance the position of Da Nang's art on the regional and world map.

“With determination and unity, I believe that Da Nang will become a unique cultural and artistic center, contributing to building the brand of “Event City” of the Central region and the whole country,” Mr. Nguyen Ngoc Binh emphasized.

Along with Hanoi and Ho Chi Minh City, Da Nang is identified as both one of the three key cultural industrial centers and one of the localities investing in building and developing a Creative Design Center.
